Actually, that depends on whether you follow AP style, Chicago style, MLA style, or something else. Ordinarily, I prefer Chicago (which would agree with you), but the work itself uses lowercase (as you can see in the page image), so they're obviously following a different style guide (possibly a British one, as it's a British work), and I'm not sure we should second-guess them. It is a matter of style, not a hard-and-fast rule.

Personally, I adhere to Strunk & White and they'd say to keep it uncapitalised, but whatev.

The work uses lowercase, so we use lowercase when discussing the work. We are not Wikipedia.

If you go to a library or bookstore website, you will find lots of titles with 'is', 'the', 'and', etc., lowercase. It really depends on what the book itself uses.

Also, Google search says 'is' isn't a verb.

Candi, where did you find the information that "is" isn't a verb? I've always been taught that it is; it's the third-person present tense form of the verb "to be".

Because this is the title of something, I'd say the capitalization ought to follow the way the work does it. So lowercase "is".
