I'd say it covers only robots or other machines (the page says "vehicles"). Combining living individuals has different connotations, some of them on the icky side. The page actually refers to soem tropes about combining living things.
I think it would still count if they're mechanical lifeform (physical machine deities, for example).
Otherwise, Fusion Dance should be better choice.
I was mostly curious about situations like the one in Gravity Falls pilot, where a large amount of gnomes (probably a hundred or more) assemble in a non-magical way to form a giant gnome.
Does it mean it would be best suited as a YKTTW?

Though in this instance, a reference to Combining Mecha wouldn't be the worst thing in the world since, if I recall correctly, the scene was deliberately aping on the Combining Mecha trope.

Sometimes in cartoons you see a school of fish act like a big fish - that's similar to this.
Also, I agree with Larkmarn that if the example is deliberately aping Combining Mecha then it could be listed as an example of that trope if this is explained in the example.
