For play styles, High-Tier Scrappy for characters/strategies ridiculed for being too good, and Low-Tier Scrappy for characters/strategies ridiculed for being too bad.

Skill Gate Characters is related, where it's good at low-level play but bad at high-level play because it's easily countered (but low-level players don't know the counters).

I feel like your first example still could qualify as a Scrappy Mechanic. You could say the trade markets are a scrappy mechanic due to players overinflating the prices of items, making them frustrating to use.

The second, as mentioned above, would seem to be a classic Low-Tier Letdown.
