For undisclosed internal reasons, logged out users get a saved version of a page that is refreshed regularly instead of a live one, while logged-in users have priority. It's been that way long before the new editor.

OK, thanks for the clarification.
Recently, I made these edits to the WMG page for Home Safety Hotline. The changes show up when I'm logged in, but they are nowhere to be seen when I'm logged out.
I'm not sure what happened, but could it be because I didn't click on the "CONFIRM CHANGES" button in the source editor after I finished making my changes? I noticed that button last night and didn't think much of it at first. Sometime after I noticed my changes weren't showing up logged out, I read on the changelog that the button was added on the 15th of this month along with the visual editor.
So could that be the problem of why my changes aren't showing up without being logged on? I never really had this problem until now.
