Not really Hated by all are people who are hated for a reason. I suppose part of the confusion here is that I've always loved Scrappy Doo. It wasn't until after the two live action movies when I was an adult that I found out everyone hates him. So maybe "Scrappy but digetic" doesn't actually work for what I'm describing.
Another example is Steve from the "Just 2 Guyz" music videos by The Lonely Island played by Andy Samberg. The Guy No 1 and Guy No 2 hate steve and steve's only purpose is to be hated by them but we the audience don't hate steve. The audience finds their complete and irrational hate of steve to be amusing.
It's a hate that doesn't have a purpose except for how funny it is that they are hated.

Hated by All doesn't necessitate a reason, just that everyone hates them.

I'd argue this heavily suggested the HBA requires a reason. That reason doesn't have to be a specific offense against any other character. But HBA is hate for a reason like a bad personality. 100 seconds and all the examples I recognize have a reason for the hate. The two closest examples I noticed were Meg Griffin from Family Guy and Daffy Duck of Looney toons and I'd argue they are exactly the trope I'm trying to describe and Meg gets noted as a Butt Monkey in her description.
Butt Monkey is closer but those are characters that tend to suffer for no reason. I'm going through a lot of the examples (about 100 seconds of looking again) and I don't remember BAS Eketball 100% but maybe Squeak is an example of what I'm looking for
But thanks for the time and effort. For now it seems like these are the two closest tropes to what I'm trying to describe. I was able to find a few more examples thanks to this thread with Daffy Duck a strong example and Brainy Smurf a weak example. I'll check back tomorrow if i can to see if there are more responses.

The Friend Nobody Likes also applies if they're part of the main circle of characters but in a weird, "remind me why we hang out with Bob?" sort of way.
This trope is broad across multiple genres.
"The Scrappy" is a character that is hated by the audience. What is it called when the Scrappy is hated in the narrative. Examples of what I'm talking about would be Jerry from Rick and Morty, Gerry from Parks and Rec, and in theory Toby from The Office if everyone hated Toby as much as Michael hated Toby, heck even Meg from Family Guy (unless it's 'A Very Special Meg Episode').
Sort of a "We hate you because it's funny" trope. These are characters everyone hates and the audience is intended to play along to varying degrees of sarcasm.

So far the closest I can find are "Oblivious to Hatred" but Gerry is oblivious, but Jerry knows everyone hates him, and Toby is well aware of Michael's feelings
These characters aren't really "Hate Sinks". Regardless of the 'You act like prey but you're a predator' speech, Jerry is a character you're supposed to laugh at and Gerry is a character you're supposed to laugh at how much hate he gets.
