Well, if you took a brain out of a head, the space would still count as volume.
Like the air in an inflated balloon counts toward the volume of the balloon or the empty space in a vase counts toward the volume of the vase.

EDIT: I looked up "human head" on Wikipedia, and they have a chart of some study done in the US. Let's see some stats - I'll give what is listed as the 50th percentile.
The average man's head's breadth is about 15.2cm. For women it's 14.4. The average of that is a bit under 15 cm - so I'll round it up to 15.
There are various measures I could use for the length of the head - from the tip of the nose, from the bit of the nose between the eyes (called the "sellion", apparently), or from the lips - but I'll go with from the tip of the jaw, as that's snugly between the extreme points in the available comparisons. With this, the results for men are 18.2cm and for women, 17.3cm. The average of that is 17.75cm - which I'll round up to 18cm.
Finally, from the top of the head to the tip of the jaw for height of the head, we have 23.2cm for men and 21.8cm for women. That averages to 22.5cm ~ 23cm.
15cm*18cm*23cm = 6210cm3. That's six litres - which seems wrong, to be honest. I suppose it's because I calculated it as the volume of a box that would fit an average human head (except a bit of the nose), when I should've been thinking in terms of spheres to get a closer approximation of the human head. My bad.

Depends on the university. A lot.
The most expensive colleges charge tuitions of over $50 000 a year. (At least some of these include "room/board", which seems to mean student housing and food.) The cheapest, though, can be as low as $1 000. The most significant factor is whether the college is public or private. An average public college will charge you about $3 000, while a private college will on average ask for something like $30 000.
EDIT: Ninja'd. Also, it seems that my source had higher figures for the most expensive colleges.
