Second tier Personas are unlocked after you beat Margaret; she'll challenge you once both main characters reach level 55.

Notably, even Cerberus and Castor get upgraded forms with new artwork (and the same bonuses an evolved Persona gets) when they hit 55, even though they never evolved in their original games.

It's not new artwork. More like their models were made to look different. Cause those are just shots of models. The only personas ingame that has artwork in PQ is Warrior Zeus and Zeus.

So I decided to watch a Lets Play of Persona Q to get it over with and I noticed the voices on the P3 side sounding a little different than they were in Persona 3. I think Liz and Theo outright have different VOs.
No, Liz is still Tara Platt. Only her delivery has changed.
Theo and Marge did have voice changes though. Theo is Bryce Papenbrook instead of Travis Willingham and Margaret is Marisha Ray instead of...uh, I forget what her old actress was.
