They added it to the remake as a way of blocking off certain TMs until the post-game. They're hidden in places where you have to ramp the Mach Bike up a slope and THEN jump the Acro Bike across ledges, or vice versa, which is impossible if you're still having to go back and swap bikes.
If they wanted to not be assholes about it, they could just let you unlock Katie's ultimate bike she's trying to breed up so you don't still have to change bikes in your inventory to get one ability or the other, but they did not do that.

Roy is 1/2 of a comedy duo Katie invented of Roy and Marth. She gave both characters personalities entirely independent of their canon. The rest of the cast is borrowed, but this version of Roy and Marth are hers, and then Nintendo obsoleted them. Now Marth is a Straight Man without a joke and Roy is a homeless drifter, and it's probably going to stay that way until Nintendo lets her have her duo back.

Roy was in SSB Melee because he happened to be the protagonist of the most recent game of the time. The problem is that he only ever appeared in that one game and that game wasn't even particularly popular inside the franchise. I doubt there is much demand for him, unfortunately.

Like, you can plausible see Captain Falcon living in the Metroid universe or vice versa.
