It's not the most skillfully produced art I like; it's art with a signature style.
So I'd probably have to say Hark! A Vagrant, Homestuck and DOUBLE K have my favorite art in a webcomic.

One of my few regrets about being born female is the inability to grow a handlebar mustache. -LandstanderI'd hate for people to be put off Lackadaisy because they don't like Furry Webcomics. It's just a Prohibition-era gang war story that happens to star anthropomorphic cats.
Another comic that I don't think has been mentioned: The Wormworld Saga. Has been mentioned on this forum (by Tropers/Cidolfas), but doesn't have a page yet. There's not a lot of it so far, but the art is gorgeous.
I just dislike any type of anthropomorphization, really. I dislike the token animals in most tv shows and books and mangas as well. If I want to see animals, I want to see actual ANIMALS, not animals that just so happen to look like animals but in no way act like animals.

Andrew Hussie's art ranges from plain to good in Homestuck if you ask me, but some of the art team's work in the flashes is amazing. Especially Tynic's watercolour-style backdrops. At least they remind me of watercolours; I don't know enough about art to know if that's really what they're getting at.

HERO, Rice Boy, Red Moon Rising, Kukuburi, Paranatural, Roza, SFEER Theory, Clockworks, Subnormality, really new Salvadora...
Most of those I haven't read, so I have no opinion on them, but from what I've seen of Subnormality, I'd say it's not as good as Lackadaisy. The art is worse (not bad, but nowhere near Lackadaisy's quality), and a lot of it suffers from Wall of Text to the point that actually getting through a page is physically exhausting for me.

On a less "hang it on the wall," but nonetheless "awesome" note, art is one of the reasons I like Westward; it's not as beautiful or fine or complex as most of the examples here, but it seems to have a more unique style, distinct from those found in most comics. The style definitely has its ups and downs, but it often strikes me as something special, and quite pleasant to look at.
I really used to think Hero was hand-painted. And the art isn't covered by text bubbles.
