Is there a Scrappy Ship trope? Or is that just asking for trouble?

One is when a relationship goes from implicit to explicit, and the other is when a relationship goes from explicitly X to explicitly X+1? Uh. Huh. That is at least a weak name.

Maybe there are more serious problems (I suspect there are), but, the name being snowcloned/similar when the ideas are supposed to be different is weak, the name should probably emphasize their difference, not their similarity (and Relationship Text Upgrade is... short on meaning).

Also, from what I remember, Shaggy and Velma were never implied or hinted at which means they never qualified for the trope in the first place.

I think so. I believe the only reason some people thought it was "covert" in the first place was that Fred/Daphne was seemingly so evident, and there was some Pair the Spares (or not believing that two people of the opposite gender could just be friends - forget which trope that is) going on.
I don't think there's any way to represent this trope visually. If we see things like Luminescent Blush or Longing Look, it's not subtle enough to count. Those are direct implications.
