Welcome to the Complete Monster proposal thread! This is the thread where new Complete Monster examples are vetted, approved, and written up. If you're looking for the general cleanup thread (for cuts, rewrites, expansions, and the like), please go here

Important: Before suggesting any new examples, please read the Frequently Asked Questions and Common Requests List; if you have any questions, the odds are high they are answered there. Additionally, please check here for the earliest date a work can be discussed (usually two weeks from the U.S. release date) and whether the work has already been reserved by another user.

Here is how the process works:

    Process 

  1. If you have a candidate to propose, you can simply come right in and propose them! If the character's run is brief, such as a single issue of a comic book, then a simple summary of their actions and any potential redeeming qualities will be enough; for longer-running candidates, an effortpost (EP) might be helpful for organizing the proposal. An EP is not outright required, but please be mindful that if a post becomes too clunky and unorganized, it can be very hard for other people to follow.

  2. After the proposal, there will be a 72-hour discussion and voting period, where people may ask questions and vote on the candidate. The number of upvotes must outnumber the downvotes by at least five for the character to be considered "approved".

  3. Three days after the proposal has been made, if the character has been approved, you may post the writeup (the text to be posted on the trope page itself) on the thread and send it to the drafts page. Your candidate will soon be added to the CM subpage. If the work has a page, you should add your candidate to the relevant YMMV page. Voila! It's that simple!

Outside of this process, we do have a few ground rules:

    Ground Rules 

  1. To keep the thread moving at a reasonable pace, there are some restrictions on when a proposal can be made. There should only be a maximum of four EPs posted both per page and per hour to ensure that nothing gets lost in the shuffle; additionally, each individual troper should only be proposing or writing up characters from a maximum of three works at a time (from initial proposals to end of their voting period). If your proposal would fall outside of either of these guidelines, we'd like to ask you to please wait until they would fit within; feel free to type them up on an outside document, and then when the time comes, you can just copy, paste, and post!

  2. No plagiarism of any kind. This is a very serious matter site-wide, as the website could get in actual legal trouble over this; as a result, this can very quickly lead to mod intervention. This can take many different forms:
    1. Direct plagiarism, i.e. wholesale copying. This is not only the easiest to find, but is also the most likely to warrant quick moderator intervention. To be clear, quoting in some places is perfectly acceptable, but it has to be very clear you're quoting from something else and it cannot be anything longer than a sentence or two - if you're quoting an entire work summary from Wikipedia, no one is going to believe you've actually consumed the work, so even if you cite your source, your candidate will be downvoted anyway.
    2. Self-plagiarism. Even if you can prove that you wrote the same text in both places, the site itself can't contain any of the duplicated text. If you already wrote something once before, it's not too hard to write it a second time.
    3. Using another site's work as a template for a proposal. Just because you don't copy and paste something directly doesn't mean it's any harder to detect if you're basing parts or all of your proposal on text someone else wrote. To be clear, this doesn't violate site rules and won't lead to mod intervention, but just like if you directly plagiarize, no one will believe you've consumed the work if you're clearly basing your proposal on something else. This thread largely operates on the honor system, and tweaking someone else's work to pass it off as your own is one of the fastest ways to lose trust.

  3. Votes must be for specific candidates, meaning no blanket voting (i.e. "yes to everyone I missed").

  4. If you are the first person to downvote a candidate, please provide an explanation of why when you do so. We're here for discussions above all, and a hit-and-run downvote doesn't facilitate anything.

  5. If a work is already reserved by another user, please don't comment on the work or any potential characters worth discussion before the discussion date. We know how exciting it is when a work has a keeper that you're waiting to talk about, but it's not fair to the person who reserved the work who is just as excited to lead the discussion to see the discussion getting spoiled before they get to do it. On the other hand, if the reservation only has one name attached, shoot them a PM - they may be down for a collaboration, which will get you in on the fun as well!

  6. Please keep the thread on-topic. While discussing the trope is fun and we encourage people to enjoy it, questions like "who's your favorite CM" are off-topic and can lead to thumps. That's the kind of question to take to people's PMs if they're willing. Similarly, while we encourage friendliness and familiarity with other users, posts should always have some kind of thread-relevant purpose; for instance, if you want to wish someone a happy birthday, feel free to, but if it's the only thing in the post, it's off-topic and needs something else alongside it. Again, though, while we strive for a friendly atmosphere, this is not Facebook; life updates are fun, but unless they have some kind of impact on your thread participation, please do not bring it here - we have Yack Fest for that.

  7. Please refrain from asking anything along the lines of "How Did We Miss This One?" In almost every case, the answer is simply "No one thought about it before". This Is a Wiki where everyone has different interests, and the fact that people missed a particular candidate, even one that seems like a textbook example of a trope or a character who is particularly iconic in pop culture, means absolutely nothing. The question is disruptive, has a simple and consistent answer, and provides nothing to any discussion.

  8. If you are suspended from parts of the website, it is still possible to participate!
    1. For users who are suspended from editing the wiki, you still have full access to this thread. You can propose candidates and write them up with no issues whatsoever; while you will have to ask someone else to post the entry to the relevant pages once it is done, all write-ups are considered thread-approved - as in, done by consensus - and thus doing so does not violate any rules regarding meatpuppeting.
    2. If you are suspended from the forums, your participation is limited but not impossible. It is still possible for a forum-suspended user to assist in creating the write-up for a character who has already been approved; as previously mentioned, write-ups are inherently considered a consensus-based edit and thus not tied to any one particular user. However, you can not assist in the proposal of a character; as a proposal is based around the forum rather than the wiki, doing so with a forum suspension qualifies as meatpuppeting.

  9. Please keep all discussions "in-house".
    1. What other wikis use for CM equivalents is irrelevant here.
    2. Please be wary of using other wikis, Fandom or otherwise, as sources of information. They are just as fallible as a site like Wikipedia in regards to accuracy because they can be edited by any user, just as this site can.
    3. Do not attempt to force a communication with an author in an attempt to gather evidence or settle a debate; besides the fact that this is a YMMV trope and thus author intent has variable weight depending on the circumstance, doing so may cross the line into drama exportation, which is prohibited site-wide.

If you would like to use an EP for your candidate, here's the general format. This format does not have to be followed exactly, but these are the main topics that need to be covered:

What is the work?

This is a brief summary of the work you're going to discuss. We don't need a full plot summary here, just however much we need to understand going into the discussion — it can even be as simple as quoting the summary on the work's page.

Who is the candidate and what have they done?

This is essentially the character's biography — who they are, their story, the crimes they commit, and, preferably (though not required), what happens to the candidate at the end. It does not have to include every single thing they ever do — for some villains, we'd be here all day if that was the case — but it should include the highlights of their journey.

Any redeeming qualities? Freudian Excuse?

This is where any potential redeeming characteristics or tragic backstory should be discussed. Do they have a tragic past? Do they show that Even Evil Has Standards or Even Evil Has Loved Ones? Maybe a Pet the Dog moment or two? This is where these should be discussed in full. Not every potential redeeming moment is a clear-cut disqualifier, but we should hear of any potential issues to ensure the character is discussed in full.

Are they bad enough?

A Complete Monster has to be particularly vile by the standard of the work they appear in. Therefore, you should look at what the character does compared to similar characters in the same work. This takes into account things like:

  • Their resource level (a human Serial Killer can't stand up to an alien Omnicidal Maniac, but they can be bad by the standard of other human serial killers)
  • The amount of time they have to work with (such as a one-shot character versus long-running antagonists)
  • The quantity vs. quality of their crimes compared to others (someone with a lower victim count but far more visceral and personal crimes could be considered as equally bad overall as someone with a higher body count but less horror involved)

Essentially, this section is an analysis of the kinds of villainy shown in the work and an explanation of why this particular character's villainy stands out within it.

Final verdict?

This is where you post your final conclusion on the character in question. You can continue elaborating on your reasons or even just say a simple "yes" or "no"; at this point, we've heard everything we need to hear.

IMPORTANT NOTICE: This thread tackles very serious and dark matters on a daily basis. We will be discussing things like murder, rape, torture, human trafficking, crimes against children, and in particularly dark cases, several of these issues at the same time. We keep a lighthearted air, but all candidates carry the general assumption that these are awful individuals committing disgusting crimes. We ask that if you participate, you do so with the requisite seriousness such dark topics require; exclamations of how gross something is, whether serious or sarcastic, are disrespectful to the topics at hand, and if you cannot handle such topics, please do not participate.

What’s the work?

Here is another and probably last proposal for a while from the crossover fanfic, Fairy May Cry (Fairy Tail and Devil May Cry) written by Iron117Prime.

Who is he and what has he done?

  • Sanctus is the leader of the Order of the Sword a religion and a theocratic society of fanatical devil hunters which started out as a small congregation from the shores of their island of Fortuna, and is the arc villain of the Order of the Sword Arc which is merged with the Key of the Starry Sky arc. He also manages to rival Arkham as one of the most evil human and arc villains in the series.

  • He set up the events of the Order of the Sword arc by brainwashing the Zentopia Archbishop reducing him to a puppet in order to have his followers aid his cause, helping the dark guild, the Oracion Seis escape from prison and aiding the formation of the Neo Oracion Seis.

  • Ordered the deaths of many Celestial Wizards (including children such as Katja) showing no remorse in manipulating his loyal subordinates in the Order of the Sword, even the likes of Mary Hughes, who viewed him as a father figure after the Oder of the Sword rescued her being enslaved by a Dark Guild., and disposing them when they either learn his true colors or outlived their usefulness.

  • Like in canon he kills Credo, his servant, when he turns against him for involving his sister, Kyrie, with his plans, and proceeds go mock his love for his Kyrie. But to make it worse he does so in front of not just Nero but Samuel, Coco, Sugar Boy and Dan who were also his childhood friends.

  • He employs a mad scientist Agnus to preform his research and having him to turn people into demons. Later revealing that he had Agnus defile Sparda's corpse for years, showing that even his supposed faith in Sparda is fake and looks down on how he protected humanity, viewing them as immoral and inferior creatures undeserving of his protection.

  • He later reveals that he arranged the death of Lucy's father, Jude Heartfilia, by giving her childhood doll Michelle/Imitatia life to act as a spy and used her to implant a tumor in Lucy’s father’s brain in order to get the clock piece he was guarding (something that she didn’t even know). Then proceeds to callously absorb the magic from Michelle/Imitatia when she regrets what she has done, reducing her to a lifeless puppet (basically killing her) and proceeds to mock her for caring about her family.

  • He uses the Infinity Clock to channel its power into the Savior to cause unnatural disasters all over the Fiore kingdom just by existing. Said disasters include raining fire, lakes turning to acid and tornadoes of metal making it into what can be described as a walking apocalypse. And plans to create what he describes as a pure and flawless humanity to aid him to overcome evil and Mundus, to do so however he plans to commit genocide on the old humanity first.

  • When the main Hellgate is opened, unleashing hordes of demons upon the citizens of Fortuna, killing several along with the Rune Knights protecting them. Has the Infinity Clock powered Savior set the sky ablaze and rain fire upon the city which would have killed all the civilians and Run Knights if not for Makarov and Ichiya’s arrival.

  • Upon confronting Makarov he uses the Savior to sadistically beat him to near death, and leaving him at his non-existent mercy and nearly finishes him off in front of everyone.

  • Overall Sanctus has shown himself to be a hypocritical and delusional mad man with a god complex and misanthropic view on humanity. And any good intentions he claims to have are rightfully seen as BS by everyone who knows his true character.

Freudian Excuse Redeemable Qualities?

None whatsoever, while he claims to be a holy figure who seeks to seeks to make the world a better place. In reality he is a self righteous, sadistic, and power hungry sociopath who plans to remake the world by killing everyone on it by starting an apocalypse and tearing reality apart to do so.

Heinous Standards?

Unlike Mundus who is the godlike ruler of demons and his servant Nelo Angelo who is supported by Mundus and manipulated the Edolas Royal government to aid his plans. The Order of the Sword is a religious group/island nation making Sanctus have slightly more resources compared to the Devil Hand which was a criminal organization composed of demons and dark wizards. While his heinousness could rival Arkham’s, unlike Arkham who didn’t care his actions would turn the world into a hell on earth so long as he gained Sparda’s power Sanctus deliberately wanted to kill all of humanity on Earth Land and rewrite reality to do so, which can be considered even more destructive and apocalyptic than what would have happened in the Devil Hand arc. So yeah he is definitely one of the most evil characters in the fanfic.

Conclusion

I say he is a yes

Here be my draft.

Bakugan Mechtanium Surge: Coredegon/Mechtavius Destroyer is a rogue Mechtogan obsessed with wiping out all the Bakugan so he can’t be summoned to do battle. Introduced destroying his progenitor Fury, Coredegon and his entourage then travel to Bakugan City on Earth to wipe out all the Bakugan living there, along with their human partners. Defeated, Coredegon abducts the human Gunz Lazar and copies his appearance to become Wiseman, a guise he uses to recruit the Nonet Bakugan to empower him and his fellow Mechtogan under the pretence of attacking humans to force them to give up their Bakugan. In battle, Coredegon/Wiseman proves perfectly willing to use underhanded tactics such as directly attacking his opponents to prevent them from rolling their Bakugan/summoning aid. He then uses Gunz’s likeness to infiltrate the Brawlers’ HQ to steal a Bakumeter that allows him to summon Battle Suits for the Nonets, making the Brawlers, including Gunz’s partner Reptak, think their friend has betrayed them in the process. Managing to defeat the Brawlers, Coredegon offers to spare Bakugan City from destruction if the Brawlers kill their own partners. Regaining his full power, Coredegon murders the Nonet Balista for suspecting his true operation, before revealing himself to both sides by attacking them. Banishing the Brawlers to spend an eternity in the Doom Dimension, Coredegon then slaughters the Nonets for standing up to him by preventing them from returning to ball form to recover from damage, and in one Bad Future, murders all the Bakugan throughout the dimensions along with their partners and people living with them. Cruel, sadistic and devoid of all emotions other than rage and selfishness, Coredegon more than earned his status as the Brawlers final and greatest enemy.

A bit conflicted on this one, so gonna propose that to see if i'm right to be conflicted

What's the Work?

My Neighbor Enide is an RPG maker light short horror game made by arcadekitten. The game follows a girl Allie, who has a neighbor Enide. After her older sister, Tabby, and a dad had a fight and Tabby run away, Allie received letter from her for a bit, before the letter stopped coming. After her dad encouraged her to go and hang out outside, Allie sees her neighbor Enide and talks with her. After Pincer Chace threw her toy in Enide's house, Allie sneaked there and discovers horrible stuff about Enide.

Who is Enide?

A supposedly anthropomorphic snail, Enide at first is presented as kind and sweet lady, who is Allie's neighbor. She is revealed to have been dating Pincer Chace's dad and after Allie had a fight with Chace, Enide had a talk with her and comforted her.

After Chace threw Allie's toy into Enide's house, Allie at first didn't bothered Enide and decided to come and take back the toy tomorrow morning. Waking up and going to Enide's house, Allie discovered that Enide wasn't there and left the door unlocked. Going through the house, Allie discovered a beheaded corpse in the closet in the basement.

When Enide was returning to the house, Allie hidden herself, only to be discoered by Enide, who at first remained sweet and returned Allie's toy, but when Allie saw the desmembered head in the fridge a creepier tone set, with Enide revealing that she loves to devour people and always finds "dates", with whom she enters a relationship before she eats them. Saying that she liked that Allie looked up to her, Enide forces Allie to give "pinkie promise" she won't tell anyone about what Enide is doing, directly implying that she will kill her if she tells anyone.

With Allie promising that and then leaving, Enide left her alone, never talking with her since (not like Allie ever tried to talk with her after that) before moving away. 3 years later, a teen Allie stumbles upon Enide's former house and, if she took the chest key before, goes there and discovers in the chest in the basement many "gifts" that Enide received from her victims, including letter from Tabby, revealing that Enide killed Tabby as well.

Mitigating Qualities?

That's where i'm iffy. After Allie discovered her true nature, Enide had a creepy talk with her, before letting her go, only on condition that she will never tell anyone about this. Although it is indicated and directly implied that she would have killed her if she ever "spilled the beans", the fact that she let her go and never bothered or talked with her again kinda makes me iffy to consider her "pure evil". There is a possibility that she never wanted an investigation to come to her, should she kill Allie, since many know that she visits her, nothing is directly stated on why she decided to just let her go with a warning. She does say in her conversation that she doesn't really have a deep connection to anyone in her life and when recalling Allie saying nice stuff about her she says "It must feel a lot lighter to love with your heart instead of your stomach", implying that she doesn't really love anyone with "her heart".

Heinosness?

Killed many people, indicating by all the gifts in her chest, all of which stated to be from her victims. While the exact number of people she killed is never stated, it is something that is said to be going on for a long time with decent number of victims. I think she passes here.

Conclusion?

Yes to Sanctus and Enide.

As for other FF VII R keeps, there's Scarlet, but even if her moment of discomfort at Hojo's plans for Aerith aren't mitigating, he's still so much worse than her and with roughly the same level of resources. At this point I feel she'd need to try and nuke Wutai to keep. Still, I'll keep an eye on her.

There's also the Shadowblood Queen, a new villain and Big Bad of the Queen's Blood minigame sidequest. She was once a benevolent queen that became a tyrant and was killed, from her blood arising all the Fiends, or monsters, of the world. In the present day she is inadvertently revived by the creation of this Children's Card Game, possessing people that have her card and draining out their life. You eventually defeat her and seal her away, but I feel we don't get a good enough description of just how many victims she has to keep.

So yeah, other than the current three, I think we're good for VII R until Part 3 comes out. Whenever it comes out.

My first Palpatine writeup for this week. It goes under franchise-wide.

  • Reborn Trilogy: Emperor Palpatine is the cruel ruler of the Galactic Empire and secretly the Dark Lord of the Sith Darth Sidious. Corrupting Anakin Skywalker into his apprentice after his marriage to Padme was discovered, Palpatine has him assist in the genocide of the Jedi Order and oppression of the galaxy. When he learns that Vader has lost his memory, he has Boba Fett captured and drugged to make him susceptible to his manipulations. Palpatine drains Force sensitives in his captivity of their blood to inject it in Boba and train him as his new apprentice, Darth Kain. Palpatine sends Kain to destroy the Rebel base on Yavin 4, ordering his spy to be abandoned when she blows her cover. Palpatine starts planning to turn Luke and Vader to his side and orders Kain to capture their friends so they can be tortured and used as bait. He captures the crew of the Millenium Falcon by threatening Cloud City and gives Han Solo to be delivered to Jabba the Hutt. When Vader confronts him, Palpatine tortures him and awakens his memories, causing a tidal wave in the Force that results in great pain to all Force-sensitives. He uses the second Death Star to lure the Rebels into a trap designed to completely destroy them, while sending Kain to kill Yoda. Palpatine lures Luke and Vader to the Sith fortress on Byss, planning to either turn them to his side or kill them, even trying to goad Luke into killing Kain when he sees no more use for him.

I think I'm going to say no to Enide. Letting Allie go unharmed is too much for me. You can't even dismiss that as Pragmatic Villainy, really.

I’m more or less finishing one gloomy film, with two C Ms that were cut out because they were suggested by a ban evader. Let's discuss them again.

What is the work?

Sound of Freedom-an American action thriller that follows the adventures of the founder of the Underground Railroad, Timothy Ballard, who travels to Colombia to expose child sex trafficking. The person behind it? Our candidate is Giselle.

Oh yes, the creators seem to be striving for some kind of Q Anon conspiracy theories, so if you don’t feel comfortable voting, then of course you don’t vote. But the film talks about the fight against human traffickers and how much children suffer because of these criminals, so I think everything is fine here.

Who is the Giselle and what have she done?

Gisele, real name Katy Juarez, also known as Cartagena, is a former beauty queen determined to become the heartless head of human trafficking. And her victims? Children.

Posing as a talent agent, Giselle searches for poor families and then manipulates parents into giving their children away for "photo shoots." This is beautifully illustrated at the very beginning of the film by Roberto and his son Miguel and daughter Rocío. Once she gets the children , Gisele quietly runs away, leaving her devastated parents (as clearly seen in the example of Roberto), finding an empty “photo shoot.” By keeping them with her, Giselle strives to deprive the children of their former personality, giving them model names, and then orders his people to give them a brand in the form of a tattoo. And then sells into sexual slavery, child pornography and prostitution. And as Vampiro’s closest ally in Colombia to Tim notes, Giselle sells 10-15 individuals at a time to avoid suspicion from the Colombian police.

Miguel is eventually sold to child pornographer Earl Oshinsky, and Rocío to the ruthless FARC commander El Alacrán, also known as Scorpio (whom we'll talk about later). And she has been selling children for a very long time. Hundreds of unfortunate children are doomed to a terrible, hellish and nightmarish life and all because of Giselle's greed.

Tim eventually, with the help of his skills, manipulation, cunning and his allies, convinces Giselle to start bargaining with him regarding the children. Eventually on one island, Giselle arrives with 54 children to be sold, where she and her entire gang are arrested, exposing her operations and rescuing the children. And Tim goes into FARC territory to save Rocio from the disgusting clutches of Scorpio.

Emollient qualities?

Nope. Any of her politeness and friendliness towards children is simply a façade and manipulation, and although when Rocio and Miguel, as well as the others, begin to be locked up, Giselle lowers her eyes. You can assume that on some level she has regrets, but this is a 2-second scene and doesn't get any development at all, especially since later on she acts like a cold-blooded psychopath, without any hints of regret, so yeah, it's not the least bit does not disqualify. She's polite and friendly to her co-workers, but it's just business as usual. Nobody will cooperate well if the villain is a rude and obnoxious jerk. Otherwise nothing.

Disgusting standard?

In itself, she is easily bad enough, dooming at least hundreds of children to a nightmare life, selling them for rape to all sorts of sick perverts and slave owners.

The only thing that really needs to be talked about is, of course, whether she even stands out among other traffickers. The entire film is dedicated to the fight against human traffickers and at the beginning we see several cuts where children are shown being kidnapped. Plus, according to the real Tim Ballard, the destruction of Operation Giselle is just a drop in the ocean in the fight against human traffickers on a global level.

Despite certain hesitations and doubts, after some reflection, I think that Giselle stands out even for a human trafficker. The most important thing is that her clients are purely pedophiles, rapists or all sorts of tyrants and warlords with the desire to have their own sex slave. Typically, traffickers of children (and any age) will sell to anyone. But Giselle sells exclusively to clients who will rape them. This alone gives her a step above the “ordinary” human trafficker. Another nasty trick is the manipulation of poor families. Just kidnapping children is terrible, but Giselle actually gives children false hope that their lives will get better. And then she destroys their hopes in the worst possible way. Typical kidnapping in any the case is terrible, but at least they don’t give any hope. Giselle gives children hope, and then cruelly destroys them. She could have simply kidnapped them, but instead she breaks the children’s dreams in an extremely disgusting way. So I would say that even for a human trafficker, she is absolutely terrible and vile.

What makes it stand out even more are its resources. Giselle does not lead the Syndicate, she does not have a powerful and powerful organization. She herself is constantly involved in the operation and has a maximum of 30 or so people in reserve. So I think that helps her stand out even more. And of course, the bonus is that we don't get much of a look at the other traffickers and Giselle is portrayed as the most disgusting one anyway.

Verdict.

Despite some initial hesitations and doubts, I would say that she is a keeper.
