That's a hard one, but I would say Neutral Evil. The way I see it, the same way a Neutral Good character will do whatever it takes to save the day, a Neutral Evil character is absolutely ruthless in their pursuit of their evil goals. They have no qualms whatsoever about hurting or manipulating anyone.

Sure, Lawful Evil mooks tend to be mindless, and then the higher-ups in the Lawful Evil spectrum will alter the law just to see what they want done.

That depends.
If we took three people, one of each evil type, and judge them, it would depends on where they stand.
If it's a LE person who holds himself to a code of honor but is quite capable of being evil as a man/woman of honour, and the CE person is the same - mostly chaotic and not evil, then neutral evil.
If the LE person is like that but the CE person is just evil for the chaotic fun of it, and NE is just 'meh', then CE.
If the the CE person is just chaotic and a little evil while the NE is just capable of evil while the LE person is pretty much a full on lawmaker who makes them evil to BE evil, then LE.
The two axis alignment system has always had MAJOR issues for this reason, there's very little that can really be deduced from it except a general idea, and even then it can be debated by all sorts.
