That is a sprite of Serilly from an old Disc-Sation Puyo Puyo game. She's a mermaid with an irrationnal fear of being eaten due to a legend surrounding her species. I've been searching for a while for a good image of her, and now i've just found it.

Buck Bumble, from Buck Bumble. Funnily enough, I never played the game itself (One need a Nintendo 64 for that, which I don't have) and I've just recently discovered it thanks to its theme song (Some kind of weird but catchy!... N64 rap?). Buck's design is quite neat, and the fact that he's a cyborg bee who can use pistols feels hilariously like the Ninja Pirate Zombie Robot trope.
