Should / Does I Love Nuclear Power encompass nuclear control or weaponry?

From I Love Nuclear Power:

  • The Flash has a minor recurring adversary named Fallout, a former blue-collar worker who was hired to do work on a nuclear power plant, fell into the reactor, and emerged with translucent green skin and radioactive powers that caused him to inadvertently kill his wife and son.

And Chiasmata's Misanthrope, who has "being radioactive" as her superpower, which I added in apparent error a while ago.

Or Fallout 4's Gamma Guns, that shoot out beams of radioactivity.

And while I agree with Freezer:

How many characters can you name that wield radioactivity that DIDN'T gain them via I Love Nuclear Power? The Gamma Guns would fall under Ray Gun (Atom Punk flavored). Misanthrope sounds like Hazmat from Avengers Academy. If her powers are the same, that's Blessed with Suck.

... I think that there should be something on how those things are expressed, like how they're Blessed with Suck or what the Ray Gun shoots?

Moving here 'cause my problem is not about if the nuclear control trope exists, which seems to be what Trope Finder is for, and seems to be a no.
