I don't think that's exactly the trope, although it might work for something else.
Characters that look weird but are effective go under Fighting Clown (or possibly Lethal Joke Character). A Joke Character is one that's deliberately underpowered, and I think Dan better gives off that vibe.
(I wonder if it would help to put him side by side with Ryu, so you can better see why he's a joke.)

If a tree falls in the forest and nobody remembers it, who else will you have ice cream with?The silly outfit/pose doesn't easily translate to "mechanically weak" though.
Maybe a screenshot of a joke character's stats, contrasted with a proper character's stats would work better.

You've got roaming bands of armed, aggressive, tyrannical plumbers coming to your door, saying "Use our service, or else!"Just having stats aren't adequate enough IMO. Joke Character needs to be obvious it's a, you know, joke, and not simply low-tier character.
For me, having a silly appearance helps more than simply low-stats to determine a Joke Character. Ideally, we would want both though.
