As a guard, I mean as an average guy on payroll as a trained security officer that keeps tabs on the prisoners and the supers that interact with them. You know, to add more color to the story so not every main character would have powers. I feel that people can sympathize better with a powerless person than one who already has his beef made. That way you can see the POV of a muggle and get to know what he thinks about the situation.
Just because a person doesn't have power doesn't mean he has a dull and colorless life. He can be just as interesting as the supers, and maybe even more so if you're intrigued.
Imagine this...
The job market sucks. The economy is blown to bits. (No small thanks to the guys who built a death ray.) Now, you're assigned to a maximum security prison that houses some of history's most dangerous villains, not just any villains, but SUPERVILLAINS. (That's fucking egotistic.) You're lucky you have a job that pays off your mortgage and your kid's college education. On the other hand, you're supremely unlucky for having to watch over criminals that could overwhelm the entire facility in seconds if they were set free. (This is why your wife understandably left you.)
Your unfortunate companions, suffering as much as you are, endlessly complain about the inmates that continuously attempt to drive them crazy. (Damn psychics.) On top of that, if one of them does escape (Which happens often.) then you get to witness your co-workers getting slaughtered (One of the perps called us pigs.) and putting your own life at risk. (Jeez, our entire lives are always at risk when we guard these assholes.) Occasionally, the little prick uses martial arts and breaks your spine instead, leaving you a cripple. (Which is essentially worse than death.) Don't worry, you've got that covered with your insurance... until the insurance never arrives in time. (That's 'cause of the economy.)
You have to wonder why the government wants to keep these jerks locked up when they wouldn't cause as much trouble when they're dead. Seriously, supers and their morals. I guess every virtue masks a hidden necessary evil...
Hmm, looking at this now this is dark. This is how I picture the struggle of the security officer as he is expected to stand guard over people who could tear his mind a new asshole, (Via Mind Blast.) rip his guts apart, (Brute Strength) and... spread office gossip about him having an affair with one of the other guards. (Now that's just plain annoying.)

I think that the starting guards would have to be at around their mid-thirties to be qualified to be in a facility full of dangerous criminals. Unless of course, the young applicants are deemed eligible enough to cope up with such a hazardous environment. So I think I'll end up doing a little mix of idealism and cynicism.

- Marksmanship: Harvey can shoot just as well as the other guards. The standard for accuracy is high considering they are supposed to guard major villains. He can totally mow down ordinary criminals, pose a significant threat to minor villains, but he is just an obstacle compared to the major ones.
- Prison Bureaucracy: Familiar with the procedures in the prison. At the start of the story he's new, so he'll make rookie mistakes.
- History: After graduating from high school, Harvey couldn't afford a college education so he joined the Army and served for 4 years before applying for the Californian supervillain prison because the job payed higher and for the thrill of it. He heard stories about the prison, about how guards would be mercilessly decapitated by escaping prisoners and how the heroes would normally visit the prison from time to time to check on their foes. He is currently en route to the facility...
- Misc: The man's naive and gullible, but if he sees you escaping he'll not hesitate to follow protocol and respond with Five Rounds Rapid.

Appearance: He wears a bright red jumpsuit with a red ski mask to hide his scars. He isn't into fancy designs. He also never takes it off.
Assets: He has miniature flamethrowers under his wrists and fireproof gloves of his invention to avoid getting burned.
Power/abilities/skills: Despite what the name would suggest, he can't shoot magma. But he does have miniature flamethrowers underneath his wrists, similar to Spiderman's webslinger.
History: Benjamin was a pretty decent guy who lived on his own in an apartment. However, there was a fire in the building that killed 5 people. Benjamin was caught in the thick of it and barely survived, but he sustained third degree burns all over his body. After the incident he was stuck in a hospital for 6 weeks. During his time in the hospital, he became fascinated with fire and started studying it in great detail when he got out. He decided to use his extensive knowledge of fire to kill those he thought have wronged him. He invented small flamethrowers that he attached to his wrists and fireproof gloves for obvious reasons. However, being on the run from police made him realize setting his victims on fire is insidious, and decides he wants rehabilitation.
Misc: He wasn't very good at being a villain, as such, he was constantly on the run.

Hey guys, I wanna see if you guys are up for a free roam superhero RP with a twist: the government have enacted a new controversial law where they assigned a hero to a villain in rehab to assure they are able to become a productive member of society. What actually happens after that is up to you guys.
What's the incentive of essentially playing a nanny? Well, there is a Hero Association Union under the government and there are rankings, it determines roughly your reputation, your reliability, your power, your control etc. While this is essentially a popularity contest for the general public, it's also useful for the government to ring up a hero appropriate for a situation. In response to this, the shady people have also created a ranking system similar to that, more on this later...
You can play as a registered hero, a villain who's up for probation or a villain who still terrorize the streets, whatever floats your boat. Settings will be somewhere in California since that's the place with the most diverse biomes. It'll be set in the near future, no flying cars but there's hoverboards so there's that.
Here's some basic stuff of the world you'll be playing in: The year is 2020 with most of the events set in Los Angeles, you can travel outside of it though if you wish.
