He just looks like an anti-hero beating a supervillain. The Spongebob pic, on the other hand, shows two cops (who are obviously cops) beating an inanimate object; two cops who would use brutality with extreme prejudice.
I don't know, he looks like a law enforcement enough to me; he got a police baton and a badge.

You don't attach shields at one side of your chest, I'm pretty sure. Also, his outfit features helmet, baton, and elbow/knee guards. That looks pretty riot-guardy to me.

Combined with every other visual element already pointed out it's clearly someone from law enforcement roughing up a citizen for criticizing the system.
I get more of a Police Are Useless vibe from Spongebob, honestly. I don't think a comedic approach works because it constrives to make them look not vicious so much as straight-up incompetent.
