This is a character from Fullmetal Alchemist : Brotherhood, and her dog. At some point, her father fuse them to make a talking chimera. This is considered a Moral Event Horizon and a massive Gut Punch, and jokes on the subject are always met with these horrified/outraged/enraged reactions. Which I, a terrible person who didn't actually watch the show, always find hilarious.
