Tried a few different sizes for 1.4. Here's a size reduction to 300x420 that seems like a decent compromise.

The first one seems to have a copyright bug on it and the others don't really seem to say MEGA city to me, just a city.

9.3 is pretty cool, but 8, I think, is a little better.
Maybe I'm missing the forest for the trees here, but 8 seems a bit squished to me.
Problem is, it'd likely be ludicrously tall at 350px...
Moon◊8 gives me a distracting Used Future vibe.
^ I'm not sure how that affects anything. As the trope is written, a Mega City could look either super-neat and organized or run-down and decayed. 8 is somewhere in between, but cleanliness has nothing to do with the trope; it's about the insane size of the city.

That has the same issue as 9. It looks futuristic, but that's not the focus of the trope. It should be a city that looks like it has a population running into the hundreds of millions. All but possibly 1.3 from the OP demonstrate that more clearly.
