It's Uwe Boll. This is the guy that responds to perfectly legitimate criticisms with beating up critics in boxing matches instead of respectful debate.

Haven't watched them myself, but as I understand, the Rampage movies are the only decent things he's ever filmed, so it's ironically kind of funny those are the ones he can't continue with.

This. Only difference I can think of is that Hatred is a run-of-the-mill top-down shooter filled with Narm-tastic voice acting. Rampage, on the other hand, is just a mean-spirited movie made by the modern Ed Wood. I have no idea why he thought Kickstarter was a good idea in the first place given his reputation and I think any chance of him making a return is pretty much dead.

I just checked Rotten Tomatoes. It has a 51% User Review but no score from critics.
Boxofficemojo has never heard of it.
...this movie has never been in theaters or garnered a critical reception. It's a direct-to-video film made by Uwe Boll, published by Uwe Boll, and I think funded from Kickstarter. A sizable majority of the people who've watched this film are the kind of people who would pay money for something like this to exist, while the people who would think it's dumb shit have simply never watched it.
Of course it has a good reputation. The only people talking about it are the ones who want to watch this kind of film. It's reputed solely by word-of-mouth from its fanbase.

I never saw Rampage for one reason—I heard it was ok. Uwe Boll has actually improved as a director but he's still not a particularly good one. His first video game films were wonderfully So Bad, It's Good and utterly deranged.
Just wasn't really interested in watching a mediocre film because he improved from "teh worst director EVAR" status.
