I think it's a "keep until better image suggested", I kinda-sorta get a love vibe from her expression and his hand. Weak but not terrible, not nearly bad enough to pull without replacement.
What happened to only pulling and leaving a page without an image if it's actively harming the page? It is "not enough" at worst, not "nothing at all" or "the wrong thing". Suggest something better or leave it alone IMO.

This is not a "bad" image, in that it is not harming the page; it is not misleading or confusing, or of such poor quality that it makes the page worse by being there.

It's a face with no context. It's a caption. I think that's literally the definition of Just A Face And A Caption.
Please read the page for JAFAAC: "a pic that just shows off one of their favorite characters with a caption that makes a joke off of how they so totally fit the trope in their show." Also, please look at the information in the folders on that page. They're there for a reason.
the definition of Just A Face And A Caption is "The image conveys nothing about the trope if you are not familiar with the work it comes from." The gist of the definition is that the image requires familiarity with the source to know why it illustrates the trope.
