Colonel Jack O'Neill from Stargate SG-1.
Almost everything he says or does is absolutely hilarious, yet he still manages to be a good and rather compelling character in his own right.
Richard Dean Anderson is brilliant.

For me, it would have to be Patrick Jane from The Mentalist. He's refreshing in that he basically just says what he wants and does what he wants. He's terribly smart, he's rich but he's affable, he's often unpredictable and funny. His wife and child were murdered, but he got his revenge.
