My only exposure to Waller's character is DCAU, Attack on Arkham and The Arkham games. From what I've seen, Arrow's Waller really is the outlier.

I'm also a fan of the Young Justice Animated version of her, personality-wise.

I first knew about Waller from Justice League but didn't really look into the character until after I saw Green Lantern (by the way, I liked how that article didn't find fault with their version of Waller, simply because Angela Bassett is the kind of actor you want to play the character). The great thing about her is just how atypical she is considering the genre: overweight, middle aged, technically a bureacrat but she makes it look badass.
Also, the other wiki notes that Waller is considered a villainous character by virtue of opposing the heroes, and was listed as one of the best comic book villains by IGN. So Davis saying her character is a villain is not really unprecedented.
Is the Suicide Squad even legal, as a concept?
Attaching bomb collars to dangerous criminals and making them do your bidding or else? Well, it's probably more legal than a Human Centipede, but not by all that much.
Ok, who let Light Yagami in here?Recruiting the Criminal is very much Truth in Television. Boxed Crook slightly less so, but there are some scenarios that can happen. As portrayed by the Suicide Squad, very much illegal. Consider how upset the public was upon learning of "Enhanced Interrogation Techniques" being used on known criminals, then add "bomb placed inside your spine if you get out of line" to the headline.
With that in mind it's hardly surprising when writers portray Waller like her Arroe incarnation.
You mean when the public learned terrorists, suspected terrorists, and people grabbed off the street and turned over for the bounty on terrorists were being tortured.

Honestly, all you need to remember while writing the Wall is "how does this make the public safer/better" whenever she's about to do something. Arrow Waller is pretty much just a super villain that's on the right side of the law.

Waller is actually characterized by NOT being an extremist. She is very particular about her goals even though the methods might be morally ambiguous, such as the Suicide Squad itself.
Yup, Waller's just a Hard Woman making Hard Decisions that you can't possibly understand!
Really, you'd think more readers' "This is a very bad thing" alarms would be tripped by the concept of the government making supervillains kill for it on pain of death.

Well if the Avengers and the JL can still be seen as heroes after stories like Civil War, Identity Crisis, Infinity, Avengers vs X-Men, Tower of Babel etc.

Frankly it's a little disappointing. I'm not saying it should be full of jokes and laughs, but come on, it's a team formed by the world's most insane supervillains. Have a little fun with it, or at least make them badass.
The trailer is just...unnecessairily gloomy.
