They look like Star Wars mooks to me. The image quality leaves to be desired, though.

As to exactly what side they are on, well, I will tell you. The soldiers themselves are good guys, but the person who's leading them is not exactly evil but a pretty bad man. This is from a sort of prequel season (well, half prequel) where the audience knows how much of a dick their leader is, but the soldiers don't. The soldiers are Anti-Hero protagonists while their leader is an Anti-Villain Big Bad.
Of course, no one would be able to get that from the image, so I just hope that people assume that they're all bad guys. Of course, it's the leader that we're supposed to focus on, so I'm not sure if it matters that much. But quality sucks, so I will try to find a better quality version.
Oh, hell, no. There's way too much going on, it's too blurry, and it's hard to see anything. At least you admitted that it's bad, but I'd support nothing over that. It shouldn't be hard to find a villain who isn't really doing anything, but I got nothing right now.

If they were doing different things, then that would be too much, but doing the same thing is not. But anyway, here's a different pic that's less blurry and has "less going on". Still not good enough though, as it doesn't seem obvious that they're bad guys (again, the soldiers are not, but their leader is, but lets ignore that). Why do I keep posting terrible images?

Well I guess we find an image with a bunch of soldiers/powered people led by a guy who doesn't look like a soldier/powered person at all (which is where I'm trying to go with mine).

I think Davros would work well, but we would need to find good quality images.

That just looks like an angry mob. You can barely make out the old dude. Let alone that he's in charge and not just part of the mob.
Best I can suggest is the Eye of Sauron◊. I mean he's just a floating eye, so what do you want him to do? Stare people to death? It's an eye so its obviously alive, It's on fire and looks evil.... Best I can come up with.

You would be surprised on how many Floating Eyes appear in things and fight and how many actually are Final Bosses to fight.
I still like the Director from Red vs. Blue the best. He explicitly states at one point that he never served in battle, but he's still the cause of a ton of problems. Granted, by the present day, he's more of a Bigger Bad, but in the prequel scenes (where the images are from), he's the Big Bad. He started an organization, but he can't fight in it.
Problem is all the bright colorful armors of his underling don't make me think "Villain"

I think this trope should have an image. The suggestion I have here I honestly don't think is good enough, but I want to have a starting image. I will accept other suggestions which are likely better than this one (which again is more of a starting point).
Oh crap. This was supposed to be Suggestion: Non-Action Big Bad. Where did the title go?
