I also thought it meant "flip horizontal", but then I thought "why would you do that?" and figured out the intended meaning is switching the suggestion in.

First off, the picture explicitly shows the breasts of his wives. While not out of place in the books, the issue here is that Dee looks more like a pimp than a judge/detective/prosecutor.
