I'd actually go for a story teaming the Turtles up with the four male Robins. But this sounds cool too.

As for Gen 13, that comic sucked, and so did the animated film. It was a Liefeld-like mess.

I always kind of liked Gen 13, but it was a very nineties product and I don't think it really works out of that time period. Every attempt to update it misses the point. For better or worse it was a 'youngsters of the nineties' comic, and it really doesn't work anymore when moved past that point.

Do we know the nature of the Hero Dial?
Who made it? Whether it's technology or magic? Anything like that?

One Strip! One Strip!Actually, yes. Read China Mieville's Dial H series — not only does it explain where the Dials come from, but it is an incredibly awesome (and trippy) book.
If you just want the explanation, then basically: They come from a place called the Exchange in a world called "the Hub," a place where all realities converge. The people of the Exchange, the Operators, created the Dials in order to "tap into" and copy various superheroes and supervillains of all the various worlds and realities. However, some Dials didn't just copy powers, they also stole them and those who had had their powers stolen eventually found their way to the Exchange and a war broke out, killing almost all of the Operators. Eventually, there was only one Operator left, the Lost Operator, who left the Exchange behind and vowed to continue making Dials.
Has it been established if Death of the Endless will ever die? We know she lasts until the end of the universe, but without a universe to define her, without anything every happening, she shouldn't be able to exist long after creation ends(otherwise we'd probably have one of the earlier universe's deaths around). Then again she is Neil's Mary Sue, all to prove how totally superior and omniversal his Endless are to established cosmic beings who are both 100% canon and have been present longer in DC lore...at least that's my opinion
I want Cass and Steph in every book.
