Victory Dragon is a perfectly legal print. All the others are tournament winner prizes with "This card cannot be used in a Duel" limitation text.

They were all dumb design and there was honestly no point in creating Victory Dragon in the first place. At least it was tested properly before being banned. The fact it was able to win a Match was what got the rest made illegal. It was deemed clearly too powerful in the end. It only is truly worthless in a non-Match format.
@Tropay: Dark Worlds cannot get their effect with Tribe(because they can't get their effect if discarded by a cost. Only Fabled and Mermails can. because their discard requirements can be a cost or effect). Just to clarify.

As for the current set...
- Sangan is immediate access to far too many cards that can make or break a deck. Even if the detach no longer triggers it, it is immediately searched out by Tour Guide (which is at 3 now) and can be foddered off there without having to make an Xyz. Not to mention it is easily abused for its effect as it matters not how it ends up in the Grave as long as it was sent there from the field. Banned without testing.
- Sinister Serpent is a card I like to joke about with banlists but I don't see coming back. Way too many ways to search it and abuse it. Banned without testing.
- Substitoad was originally banned due to how easy it was to OTK using it with Super Rejuv + DNA Surgery + any other Frog so that you could grab Exodia. However, that isn't to say that it isn't insanely useful without Super Rejuv to Dragon Draw off of and can boost the speed of Frognarch decks to a ridiculous degree. Banned without testing.
- Tribe-Infecting Virus is, as Wander said, a reusable Lightning Vortex that can happen as many times you want per turn. That's ridiculous. Banned without testing.
- Victory Dragon is a Match Winner. None of the other Match Winners are allowed in a Duel. 1 + 1 = Banned without testing.
This thread is losing momentum fast. Also, we still never settled on Glow-Up Bulb.

I'd have to question why, considering we're nowhere near done, haven't tested yet, and your votes wound up being alongside the majority more often than not. Is this about Rescue Cat? Do you just not care about the format anymore? Do other people not care too, because if a lot of people don't care anymore there's little sense in continuing.

They told me it was apparently not the right thread to post it, so I removed it. It was not a sly edit for the reason you think.

Honestly an easier and funner way to do this would be to have a tournament and develop a banlist from there.
GIVE ME YOUR FACEI don't think that'd be easier at all. That'd just serve to hit stuff we don't like, not test stuff that's both banned and not banned. We'd still need to test each card more than once too.
I would of course like a tournament, but that really doesn't prove anything in these contexts.

On a side note, once again I agree that Mermails need a hit if everything that has to do with water getting limited revolves around them. However, I don't know what to hit, since I don't care to look at them.

Heck, you can even use it more than once per turn. I know it would benefit my Cold Control (Ice Barrier) Deck, but... Banned without testing.
Victory Dragon: Wholly irrelevant to troper testing. If you don't have the good sense to scoop, you deserve to lose. More importantly, don't the Match Winners say they aren't tournament legal on them anyway? Verdict: who gives a damn?
