I concur with all of this, and would add:
Being Human 3 (UK, obvs), Farscape 3, The Shield 5, State Of Play (the mini-series), The Sopranos 2 and 5, Breaking Bad 2, 4, The Lakes 1, Mad Men 4, Six Feet Under 3, 5, Deadwood 2, 3, The Slap, Tangle 2-3, Arrested Development 2, Love My Way 1-3, Homeland Series 1, Rectify.
I'd also make the argument in favour of the third series of Cracker, though depending on my mood any of these could easily be an 8/10 as well. I don't think any of these numbers are hard and fast.

I just go with my favourite seasons of TV shows which are finished or close to finishing... Season 3 of Leverage Season 3 of Babylon 5 Season 2 of Psych Season 1 of House
Oh, right; TV series which warrant a 9 or 10 out of 10 rating, not ones which have run for nine or ten series OK, seasons.
In that case, both series of the UK dub of Insektors. I could watch that all day (and have done, more than once). And Farscape; those are the only two TV series I watch repeatedly.

Seasons 3 & 4 of The Wire, arguably Season 1 as well. Season 3 & 4 of Breaking Bad. Battlestar Galactica (Reimagined) definitely flirted with this in a couple of seasons, as did Babylon 5, particularly in seasons 3-4.
Boardwalk Empire'' just closed up an extremely effective 4th season, which is probably their best season yet after I've felt all along that the show wasn't living up to its potential.
