Doesn't that happen a lot in the favelas and slums of Latin America?

Yep. Actually (cough), a Fagin doesn't necessarily have to work with stealing.

I just haven't heard of it very often.

So, this character, Jack, is a boy who lives with his stepfather and his mother. Jack is The Artful Dodger and even referred to as Dodger, and the stepfather is The Fagin and a professional fence. He takes in other kids out of compassion but has them steal for him because they are poor, selling some of the items and getting extra cash than from running a junkyard.
Is this a plausible scenario? I've never heard of this (people encouraging their children to steal out of poverty) occurring as often as "people stealing to feed themselves and their families."
