It's not like TV hasn't produced a ton of terrific stuff before. The Twilight Zone, The Simpsons, Seinfeld, I could go on.

Just a person. He/him.He didn't mean "It sucked till now" he said it went though a sucky period for a time. Specifically the period where every other show was some Reality Show BS. That there was a period where it went downhill, which it did. yeah there were still a few good shows. But on the whole.. it wasn't worth paying for cable. Still isn't, but that's another issue.
Also, for all those great ones you can name from the past, how many others have been forgotten for either being bad, or just plain boring? it's only the ones that are worth remembering we remember. We only see the hits, not all the crap that filled in the space between the hits.
To some extent we're still in that period, and a few critically acclaimed shows don't mean that they've gone away.
You could say the same about film.
Also, TV as a medium is actually less susceptible to Sturgeon's Law due to the way it's made; there's only so much space on a TV network, and they can only keep on shows that get ratings.

With TV you also can't do-it-yourself like with film, books, music or web material, so there's a lesser volume of crap to cycle through.
