It's an opportunity to honour especially the people behind the scenes, though naturally they also honoured a number of special performances. But they did their best work when Star Wars had nothing to do with Disney.
I really HATE that notion.
But didn't Mark do some side projects for Disney as well? Just adding Star Wars to their label gets him some bigger work history.

Mark Hamill, after all, has been doing voice acting for about two decades now. He was definitely in one of Disney's TV cartoons, but I'm not counting on the people in charge to remember those.

Serious Aegis: I do think its nice that they included them, but it does diminish the magic of the Disney Legends that genuinely worked on the Disney Animated Canon. Also if they are legends then John Boyega and Daisy Ridley should also be legends since they are the faces of Disney's Star Wars.

It's fine, really. As with all such awards, who they give it to is up to the folks who are handing it out. As with most of you, I always thought Disney Legend status was handed out to people who had a hand in shaping Disney, not folks who shaped properties that Disney eventually acquired. Still, I don't really have a problem with it.
George Lucas has a shitty reputation, basically, so it probably wouldn't do them any good.
If they did, however, the only Disney-related thing they could honor him for is convincing the company not to fire Walter Murch off of Return To Oz (one of the few unambiguously good things he ever did, in my opinion).

And yes, I know Mark Hamill has done voice work for a variety of Disney cartoons, but so have, say, Jim Cummings, Tress Mac Neille, and Rob Paulsen (and they've all likely done more voice work for Disney than Hamill has), and they aren't Disney Legends.
+ George Lucas got one in 2013. Also, Jim Henson (the maker of The Muppets) got one in 2011.

But he's also the man who brought us the Star Wars prequels, Indiana Jones And The Kingdom Of The Crystal Skull... oh yes, and Strange Magic.
That was all recent, and that's why it taints our image of him these days.
