So I just had a thought: Captain America worked with Shield, and while he didn't necessarily agree with their methods, he knows that there are genuinely good people within the organization.
Couldn't his word do some damage control? Sure, it won't change what happened, but at least people won't hear the name Shield and immediately think It's those Hydra Motherfuckers!!!!

One Strip!A major point of the Winter Soldier was that he seemed to be growing increasingly disgusted with the organization even before he found out HYDRA had infiltrated and taken over it. He probably doesn't have much interest in trying to redeem the survivors, especially since to my knowledge he still doesn't know Phil is alive.

It's kinda a shame: he did give that big speech to inspire those who really were Shield to act against the Hydra infiltrators but I guess it makes sense.

A different shape every step I take A different mind every step of the lineIt's like, they've been chasing after this guy for years and he's killed dozens of their fellow soldiers, many of whom in battlegrounds on American soil (Ross not being the type to admit that the battles taking place in public areas is more his fault than Banner's), and now everyone loves him for saving the world or somesuch nonsense and he's like best friends with the biggest douchebag on the planet (from Ross' point of view, though he's not too far off), who now happens to essentially run the revival of what was once one of the most influential government agencies in the nation.
It's like the entire universe up and decided to punch Ross and his men in the face. I've always thought a good Hulk sequel idea would involve Ross trying to discredit Banner again so he can be justified in convincing the government to recapture him, while the Leader manipulates everything from the shadows or something.

I wonder what happened to the Leader.
He got goo dripped on his head in the movie. In a comic book spin-off he tried to mind control Black Widow so she shot him in the kneecaps and put him in a tube. But now SHIELD has fallen so I wonder where he is now or whether the comic is still in continuity.

"You can reply to this Message!"The Leader is one big plot thread that I'm really disappointed hasn't been picked up in the, simply because Sterns' well-intentioned-but-with-Frankenstein-levels-of-irresponsibility interest in studying and spreading the use of Banner's blood and gamma radiation, especially the already unnerving extent that he's willing to go for science, was really interesting and felt like the most perfect opening for a later story the MCU ever put into one of their movies.
And then there was no other Hulk movie, so the Leader was delegated to tie-in comics which might as well be mud until confirmed.

I didn't actually know that, but considering Ruffalo's job getting the big green guy back in people's good graces, it kinda makes sense.

Ross is probable, since William Hurt's Ross showed up in The Consultant, but who knows about Betty and Sterns and stuff.

I can't remember the name of the dude who played Sterns / The Leader, and I don't know enough about him to know if we'll see him again.
That being said, Samuel L Jackson appearing in two episodes of Agents Of Shield (with second one being a full episode) despite doing very little is pretty big.
Even considering his deal with Marvel to play Black Fury, he's such a big star that it's hard to believe he could show up in the show with it's likely smaller budget.
That being said, said smaller budget is payed by the combined cash reserves of Marvel, Disney, and now Lucasfilms since all three groups are essentially the same, so it may not be that crazy.
We'll have to wait and see who will and won't show up.
