I kinda want to make a character out of the librarian for all this stuff. Like, somehow a ton of her books escaped the Library, and she has to go retrieve them, but the whole place is hilariously disorganized so she's going off with the Candlenomicon or something, and also she has very little physical endurance because she spends pretty much all her time inside said Library...

Though a character like that could probably get OP real fast.

  • Gender: Female
  • Appearance: Much like this, with the images and designs on her face changing shape, like Rorschach.
  • Personality: Maria loves death. She likes seeing people die, she loves watching people mourn their loved ones passing, she loves the smell of death, she loves the word death. She has an unnatural, seemingly unrequited love of Death, and much that she does is in tribute to Death, and those that have died. Because of her warped psyche, this tribute often comes out in the form of lavish parties and celebrations, as well as large spectacles and crimes, with all of it being themed around her favorite holiday, Dia de los Muertos. She is an insatiable trickster and party girl. She loves music and dancing, but hates the super rich and conservative. She has absolutely no morals when it comes to who can be murdered, usually in spectacularly hilarious ways.
  • Biography: Maria was born in Mexico in 1904, and when she became a young adult, moved to New York City, where she became something of a popular nightclub singer and dancer. She associated with a number of influential and wealthy people of the time, and the ideals of the sexual and entertainment revolution took over her life, but she never lost the spirit of her cultural heritage, even if she took common use of the accent and slang of a 20's New Yorker. At some point in her early 20's, during a vacation around the world with a few friends, she was kidnapped by slave traders, mutilated, beaten, and abuse for a year, then killed. A year later, she was reanimated by a voodoo priest, somewhere in Haiti. During that year where she was dead, she continuously drifted between life and death, and in her eyes, she spent what seemed like 1000 years almost being able to be held in Death's arms, then pulled away from it once more. This experience twisted her mind in a number of ways. She regressed to her fond childhood memories of Day of the Dead celebrations, combined with her new found love of Death, as well as her fond memories of being a socialite in New York City. Now, she has come to Radio City, looking for parties to throw and people to kill and torture. She is completely neutral, helping any evil scheme that is sure to kill civilians and heroes, but not being against aiding heroes if it meant she could kill a powerful and influential villain.
  • Abilities:
    • Immortality: Much to Maria's sadness, she can not join Death's sweet embrace, do to the curse on her soul. Only an extremely small part of her still searches for someone to lift the curse.
    • Reconstruction: Her body is a shell (albeit a very healthy-looking and pretty one) and can be and cut, burned, bruised, crushed to pieces. Maria can control all her parts and pull them back together. It still hurts though, and this may contribute to her damaged mind.
    • Spirit Medium: Maria can see and communicate with the dead, but it usually comes out as hearing voices during the day, and vivid visions at night. She uses this ability to occasionally gather information or to summon the dead for a party. tow
  • Equipment: A Smith & Wesson Model 29 .44 Magnum revolver, that can spiritually damage the soul, not just the body. This is mostly a kind of damage that can't be healed with normal mortal medicine or shielded away by armor and technology.

@ Saturn: The gun is problematic, not only in the fact that it can leave lasting, difficult to heal damage (one of the issues with a prior rejected character, and that was just with a sword), but it can also cause injury to the soul. Well, "spiritually damage the soul" is a bit vague anyway.

I'd also like more clarification on the kind of immortality Maria has, since there are numerous types of immortality.

Alright, I ran this by the powers that be, and I actually have plans this time.

  • Name: Zad'k All'n
  • Sex: Male
  • Alias: Zad'k the Primordial, Zad'k the Vanguard, Sea Emperor.
  • Age: Old.
  • Appearance: His six foot, compact, yet muscular humanoid frame is covered by smooth, silvery-black scales that carry an uncanny gleam in the sunlight. Bioluminescent spots form symmetrical patterns on his abdomen, forehead, and the ridges of his blood red fish eyes. His hands and feet are webbed. His mouth is loaded with three rows of long, almost needle like teeth. An approximation. He is adorned in flowing robes that take the greens, blues, and greys of the oceans. His necklace is cast in sea gold, bearing the insignia of his order; an opened eye.
  • Character Alignment: Lawful Evil
  • Occupation: High Preist of the Esoteric Order of Dagon,
  • Personality: The aspects of his mind that aren't completely alien to surface dwellers translate to obsession, mercilessness, and utter arrogance. He regards land creatures as one might a wild boar, dangerous, but ultimately a lesser being, an unwelcome pest on territory that rightfully belongs to the deep ones. His previous defeat at the hands of Radio City's heroes have done little to refute his viewpoint, but it's left high priest the wiser for it. He'll fight just as much with pragmatism as with brute force.
  • Powers:
    • Strong and durable, even by the standards of his species, whose evolution took place under under abysmal water pressures. All in all, he can manipulate approximately 15 tons in any given position. Even under all that pressure, he can swim at over 350 miles per hour. His land speed caps at nearly 75 miles per hour. He's adept at physical combat, armed with ages upon ages of combat experience and a trident made of an unidentified black metal.
    • He's a sorcerer of intermediate talent, whose power involves the manipulation of water (a maximum of 15 tons, reflecting his physical strength) and the command aquatic and semi-aquatic life. He's recently adapted the ability to channel electricity through his body, though he needs his trident to channel that electricity into projectile bolts. Speed wise, these bolts are comparable to a fully drawn arrow, and it'd take a 4 to 6 of them to mortally harm anything more resilient than an athletic human. The most insidious of his powers of is ability to change into different humanoid forms; this only works, however, if he's taken that form's skin. Even at that, his glamours only last for 48 hours on the dot.
    • He has minor telepathic abilities that serve as is sole from of communication with surface dwellers, though his communication is often limited to orders to his legions of human cultists and half human hybrids. After years of studying humans, he can decently mimic the movement's of human speech to match his mental projections, though only in English and Spanish.
    • He's of high birth amongst the descendants of Dagon and Hydra, giving him a small army of horrors at his beck and call and near unlimited access to the natural bounties of the oceans. Neither of these are facts that he'll ignore out of pride, not this time around.
  • Weaknesses: Despite his power and status, Zad'k is still a Deep One by nature. He's amphibious, but can only last four or five days on land before he needs to be submerged (or at least doused repeatedly) in water. Otherwise, he'll begin suffering the effects of dehydration, leading possibly to his death. He's rendered temporarily incapable of initiating direct physical contact (including his trident, and electrical powers) with any object or person protected by an Elder Sign. Direct eye contact with extraordinarily bright lights stun him momentarily, more-so than an average human.

Background:

One of the first born of Father Dagon and Mother Hydra, Zad'k was given dominion over a vast portion of their children, the Deep Ones. They quickly formed an empire spanning the entire western hemisphere, subjugating any other forms of intelligent life that formed under the waves, breeding them until they were nothing more that mindless beasts of burden. That is, until they'd encountered the Atlanteans.

Originally beneath the notice of the Deep ones, the Atlanteans had rallied nearly all remaining intelligent life over a period of centuries, eventually breaking out in a war that had taken them entirely by surprise. The empire was devastated, Mother Hydra slain, but only the Atlanteans remained of the rebellion. The two species war to this very day. Zadok, currently stationed at Radio City's coastline, is assigned to besiege and ultimately divert the forces of land-creatures, who'd taken sympathy for the Atlantans and become an inconvenience of their very own, as Zad'k had quickly discovered during the 'Innsmouth Incident'.

He'd attacked Radio city nearly a century ago, to acquire a mythical amethyst that might revive Mother Hydra and turn the war under the seas even further in his people's favor. The priest immediately met resistance, from a handful of heroes who'd been attending the exhibit in which the gem-stone was kept. After a fierce battle, the bunch proved to numerous for Zad'k to handle all at once; he retreated back into the ocean, his body and his pride wounded severely. His will, however, was not broken. He would learn from this loss, taking the next century or so to inform himself about the advancing conventions of the surface and where he could strike with the greatest efficiency. Even for all the city's changes, it's citizens now face an ancient threat.

@ goodisgood: Um. Hmm. Where to start. Your character is kind of... ridiculously strong, durable, fast, with the ability to shapeshift, use magic, and fire lightning bolts as lethal as the real thing. While having an army of loyal cultists and sea monsters on top of that in case he's not overkill enough.

He's lightyears ahead of anything anyone else has put out. Significantly so; so much, in fact, I can't accept him as he is. Either focus on some aspect of him (magic wielding, physical prowess, resources, etc.) or, if you really do want to just try to make him well rounded, scale everything back.

...actually, even if you do decide to focus on one thing or another, I'd probably recommend scaling back regardless.

Yo man, a good idea would be to split your abilities and equipment into two bullets like in the OP, and then have one bullet further in under each category for every "big" power/item.

Well, here's the first half of my planned Villain/Neutral Duo.

  • Name: The Hunter

  • Alias:

  • Age: Three

  • Gender: Not Applicable, but for the sake of simplicity, male.

  • Appearance: This for when The Hunter is blending in with society.

  • Costume (If Applicable): This or this while on the hunt. Pick your poison people!

  • Personality: The Hunter doesn’t really have a personality to speak of, instead being marked by an all consuming desire to hunt down and capture or destroy its targets. As a result, while not On The Hunt, he tends to react quite coldly to other people, and seeing a person demonstrate super-human attributes will cause it to mark them as a target for hunting. Unless ordered otherwise, The Hunter will try to kill or capture said super-human immediately.
  • Biography: An abomination of nature, born from an amalgamation of corpses, science, and machinery. The Hunter lives for one purpose, and one purpose only, to carry out the orders of its master to the full extent. The Hunter was made several years prior from the current day, built with the specific goal of hunting down any supers it is ordered to by its master. The Hunter is remorseless, it cannot be reasoned with, it cannot be negotiated with. It will stop at nothing to accomplish its mission.

  • Abilities:

  • Abomination: The Hunter is freakishly strong due to its highly developed musculature and cybernetics, capable of lifting two medium sized cars at maximum strength, in addition, The Hunter can leap approximately fifteen feet straight up from a standing position.

  • ’’Unstoppable’’: The Hunter has markedly thick skin and can withstand most small arms fire. They still hurt and repeated firing on the same spot will penetrate its skin.

  • ’’Track Them Down’’: The Hunter is able to recognize, track, and follow a wide range of scents due to its enhanced olfactory senses, however there are numerous ways to throw off its trail. If no precaution is taken to throw it off however, The Hunter is capable of tracking its target for a long distance.

  • ’’Wolf Among Sheep’’: The Hunter is able to take on its civilian disguise at any time, however while disguised, its abilities are reduced greatly to the point where it is no stronger than a well fit man with a few cybernetic enhancements. The Hunter needs to wait a short amount of time in between swaps, so it can't do something like go from Hunter to Civilian to Hunter again in the span of five seconds.

  • Equipment: Other than a heavy coat it wears over its frame while both on the hunt and in disguise, The Hunter generally goes without equipment for the most part other than the clothing provided to it. The coat is really the only constant and yet it still gets torn up and burned pretty easily.

  • Additional Notes: 100% Loyal to its master and no one else.

Yo Goody, I'm just a dude so what I say isn't divinely-inspired, but I think Zad will probably get rejected without a massive tone-down. I don't think even the strongest character, Tank, is capable of lifting as much as Zad, and she's got basically all her points in strength. Then he's got water-bending skills that far exceed what Riukia was able to do with water, and his general ability exceeds/matches what specialists in sub-categories (Mandora and alcohol, Black Ice and blood) can do. Also, since day one Star stated his position on mook-owning players. Corvus has just gangsters and four "elite" gangsters, Walt has a few types of Walri, Bolts can use a few different clockwork robots, so Zad having access to an unlimited supply of every animal in the ocean, cultists, and - if it's like RC 3 - deep ones, makes him a force that can overpower every superhero, villain, and neutral combined.

Also, man, why haven't you been on Skype for ages? We miss youuuuuuuu.

EDIT: Also, Stan is just heartbroken that I forgot to mention Aquila and her two eagles as examples of mooks.

    • Civilian: Approximately six and a half feet tall, dark skinned, bald, and casually dressed more often than not. His eyes are a natural greenish brown, his face not innate ugly, but a harrowing sight due to some of the more...unnerving...expressions he makes. When he smiles, he smiles wide', when he scowls, every line on his face takes suit. A terrible poker-face, all things considering. On occasion, a thin metallic lining with a red light at the tip can be spotted sprouting up from the back of his shirt, clinging to the back of his neck up onto the base of his skull. "A brace", he says, "The best money can buy. It lets me walk after a nasty hunting accident".
    • Field Clothing: A ballistic vest over over a skintight black-leather body armor, all of which is concealed under a black medieval-inspired hooded tunic. Kevlar padded cargo pants, with steel-plated boots. A pair of luminescent red lights peer out from under the otherwise shadow-filled hood; the rest of his head is covered, save for his mouth, by a grey ski-mask.
  • Personality: For a person who makes a living doing what he does (namely, hunting people like animals), he might not be what you expect. Josiah makes it a point to keep an amiable, but professional tone with whomever he's interacting with, whether that be an employer, a co-worker, or his current job (that is, if the opportunity to speak presents itself). Of course, given his psychological state, his attempts at professionalism don't always hold up in stressful or aggravating situations. When they don't, the line in-between 'assassin' and 'targeted spree-killer' get muddled. That being said, he's attracted to more leisurely activities when he's not 'itching', like reading, going to the movie theater, or heading out with a few friends for a hike (which surprisingly hasn't gone awry yet).
  • Biography: Having been raised by one of the more prominent families in Maine's hunting-equipment trade, it doesn't take a detective to find out how Josiah acquired the skills or the tools he performs with. Rather, it would an impressive psychologist to find out exactly what went wrong'. He had a healthy, if not that, better than normal, childhood; he was never abused, never left wanting. There were times that his parents had to tend to the business at his expense, but he showed no sign of taking offense to that while growing up. He was an above average student at Radio City's Bertrand Academy, with a decent group of friends. Every once in a while he was made fun of for being a bit overanylitical, or for the faces he didn't even know he made, but it was hardly anything severe. No fights, no suspensions, nothing. Even when one of his good friends went missing , his parents hardly had to console him. His time as an Engineering major at RCU went smoothly, for all anyone might have known. There were times that he was gone for a week or so at a time, but that didn't harm his academics in the slightest. When or where Josiah snapped, no one knows, but it only ever became a living for him at the age of 24. That's when he got his own house, which quickly became the base of operations for what he called his 'Wild Hunts'. It was at the age of 26 that he got the idea of making films out of it, which had already evolved from random targets to vigilantes, super-criminals, and other specially talented or equipped fighters. These films gained popularity with the 'Under-Watch', a sort of underground, kick-starter site for the City's criminal element. In-between the kick-starters and the advent of independent 'contracts' forwarded from crime-bosses, Josiah's habits became a lot more lucrative. He was a mercenary, a hunter, and an action star all at once.
  • Abilities:
    • Archery: Having first started at the age of seven, this is by far Josiah's most well honed and codifying talent. Whether it's flying through the air or in a moving vehicle, he preforms like a man in the middle of an exhibition act, achieving ranges and accuracies without equal. While he does use a quiver, he can apply the old technique of holding multiple arrows in-between his fingers to reduce the time he can have an arrow drawn again (ala Lars Anderson).
    • Fitness: Josiah was well near peak human condition before he went into 'business'. Black market muscular augmentations, the physical requirements of his day to day 'work', and a strict exercise regiment have kept things that way as he's been getting older. Most of his strength is rooted in his upper-body, as archery necessitates.
    • Engineering/Chemistry: His basement exists as more of of a trick-arrow and hunting gadget factory now. More on that in a bit.
    • Hand-to-Hand: Not content to rely on brute strength alone, he's a skillful knife fighter and a pragmatic brawler, if not the most technical pugilist. A skilled martial artist who's more used to fighting toe to toe can take him down in a prolonged fight.
  • Equipment
    • Katherine: His bow. It's a black recurve bow, custom made for his hand, and a composite of fiberglass and carbon-nanotubes. It's resilience makes it a workable bludgeon if an opponent gets too close for comfort. The draw weight accommodates his strength enhancements; as such, it has a draw weight of 300 pounds once fully drawn. Such a draw weight permits an ever expanding arsenal of heavy hitting and trick arrowheads to be deployed practically.
      • Expanding Broadhead: On impact, four four-inch blades expand from the head, increasing soft-tissue damage and bleeding.
      • Piercing arrow: A titanium bodkin-point arrow, useful for penetrating armor and superhumanly dense muscle-mass.
      • Mace-Head Arrow: A seven-pound ball of metal around the size and shape of an egg. Combined with the draw weight, this is a bone breaker. Ribs, Humerus, even the femur isn't safe.
      • Explosive Arrow: After a two second delay post-impact, this arrow explodes. Alternatively, it can be round-tipped as to explode on impact.
      • Fire Arrow: On impact, this arrow coats a five foot radius in ignited white phosphorus.
      • Shock Arrow: A three-pronged arrow head that causes a devastating (but-non) electrical shock.
      • Cryo Arrow: On impact, this arrow begins to rapidly absorb thermal energy from the environment around it, slowly freezing the target unless the arrow is removed.
      • Tear-Gas Arrow: On impact, this canister-arrow releases a smokescreen of gas irritant to the eyes and throat. Can be fitted with a pointed tip this causes the gas to disperse in a wide cylinder during the arrows flight.
      • Net Arrow: Deploys a weighted nylon-carbon net shortly before impact, temporarily snagging and tripping targets. Can be cut with a bladed weapon.
      • Concussive Arrow: A hard rubber mass in the place of an arrowhead, delivering a prize-winnng haymaker at whatever it strikes.
      • Expanding Foam Arrow: Releases a golfball sized lump of foam that gradually expands to the size of a small car. The foam begins as an industrial-grade adhesive, and hardens into a concrete like material at the end of it's expansion. Escapable, even if some of the foam gets on you, if you move quickly. The concrete can be broken with a sharp slam into a hard-surface. Best applied as a means to deny entry or exit.
      • Flashbang Arrow: Rounded arrow, similar to the explosive. Deafens and Blinds opponents momentarily, induces nausea for a few minutes
      • Grappling Arrow: Sets a mechanical pulley system in-between Katherine an the arrow's (the head of which presses spikes into the material it pierces) point of impact. Capable of pulling up to five hundred pounds, vertically.
      • Sonic Arrow: Deploys an ear-piercing shriek on contact . A distraction if there was any.
      • Silver Arrow: He's not a man of faith, but he's seen enough to be well prepared. The arrowhead carries a rowan-wood core, adding to its effectiveness against malevolent creatures (yet somehow his fingers don't burn). If he's low on cash, he makes do with wrought-iron (known formerly as pure iron).
  • Power Googles: Allows for night-vision, thermal-imaging, visual ultra-violet scanning, zoom, and the recording of audio and visual data. Interfaces with the Watcher drones on encrypted channels.
  • Fighting Knife: Should bashing the opponent with the bow not do, this blade serves as a decent last resort.
  • Hand Blaster: Sadly there are also times where drawing a bow isn't quite quick enough. Good for five-shots only, but those shots are equivalent in power to high-caliber hunting revolvers in the here and now.
  • Watcher: A small surveillance drone, about the size of a fist, that serves as an impromptu cameraman for Josiah's exploits. Can also lay out a holographic map of the area with armed personnel highlighted given sufficient time. He's vulnerable to small arms fire, but can temporarily deploy a cloak to hide himself.
  • Holo-Map: If a Watcher-Unit is busy doing reconnaissance, it's data can be uploaded into this forearm-mounted map, allowing Josiah a birds eye view of his situation through either direct video feed or holographic imitations.
  • Quiver: Holds 40 arrows at any given time, though in a separated shaft/arrowhead system that allows him to set specific arrowheads for the shafts via a voice command system. As a self-imposed restriction, there are twelve trick-arrows in the bottom compartment, leaving the rest of the arrows for standard arrow-heads (broad-head, bodkin, and concussive). They can come in four groups of three trick arrows, or three groups of four trick arrows, depending on his tastes.
  • Voice Modulator: In the spirit of not flaunting his features of all to see, this obscures his specific tone of voice with a deep, robotic bass. At a moments notice, it can be dulled as to facilitate the voice command system for his quiver without giving away what arrow he's preparing.
