problem is if you move the salem scene to right before tyrian, you get the same complaints that people are putting forth with regard to renora's flashback happening right before the monster shows up, with the addition that it feels like an ass pull.

My larger question still remains how was Tryian even tracking Ruby in the first place? That wasn't addressed at all.
Yeah, maybe not right before. But closer to the event, than the very beginning of the season. Or at least show him tracking her here and there so I remember that he's a threat.
One is that this is a web series, so they choose the format. If they wanted to tell a story that needed more time per episode, then they should make longer episodes. They don't have to conform to a TV channel schedule or anything, so if they feel like any given episode needs to be longer, they can just do that.
Two is that if they're committed to a specific episode format (for whatever reason) then they should write to accomodate that. If they're writing stuff that would be great in half-hour chunks but they only have 15 minute episodes to work with, then that's bad writing because they're certainly aware of the format they're writing for and they should take that into account.
So I don't see "they're just struggling with the limits of their format" as a legitimate deflection of the pacing criticism.

Apollo was also a bit of an ideal of male youth and beauty. I don't think it was a domain he was worshiped for or anything, but all the Greek statues speak for themselves.

"My Name is Bolt, Bolt Crank and I dont care if you believe or not"i don't think the problem is being constricted to the medium, i think the problem is inexperience with the longer, dramatic format. miles' and kerry's resume is basically just Red vs Blue, which is gag based with story arcs that last no longer than 3 seasons. Ya, it's their jobs, so don't think I'm giving them a pass, but it makes sense to me why RWBY feels like it moves in fits and starts.

That takes time and money, which is why the series started out with episodes half the length they intended and why they need to do WOR episodes. Your second point is perfectly valid, but it's naive to say they can freely extend the episode length.
I think RWBY's biggest problem in pacing comes from emulating the Long Runner anime series, without actually having the episode count to match it. And by all means, criticize them for writing for something they can't actually produce. But it's not fair to pretend they could be producing that amount of content.

Saying "they're constrained by having to make weekly 15 minute episodes" is silly because they don't have to make weekly 15 minute episodes, they chose to.

I've grown up on the standard British show format, which is that every series in a show has six thirty-minute episodes. RWBY having twelve fifteen-minute episodes per volume is the same length as a standard British show. The fact that it's managed four series' means that it's actually produced more content than many British shows (which are usually about two series' in length, unless they obtain the popularity of shows like Blackadder or Red Dwarf).
Setting things up is part of plot development. They're not separate things. it's the same for character exploration, which is also part of developing the plot.

Like for example. Oscar. You don't need to do several small scenes introducing him when they don't add anything more than what the first one did. Once or maybe twice is sufficient.

The problem with criticizing the format in that way is that we don't know what causes them to do it in this way.Could be becasuse this is the quickest way to get E Ps out.Could be because of money.
I mean sure they could change way they release E Ps but then that may bring problems of its own.(The volume seeming even slower than it is for example)
Thing is,people are kinda impatient. If they're use to a particular time making them wait longer will not be well received.
Hell we received an example of this a short time before this Volume Begin. If I recall correctly FRIST members were going to get RWBY a week in advance instead of a day.People got upset and they backed off.
