a) Most Google hits refer to Values Dissonance.
b) If Wikipedia is to be trusted, it's actually effective against toothaches, so it wouldn't fall under Science Marches On.

I'm fine with it. Nothing says that Values Dissonance can't apply to time periods as well as cultures.
