So where in Creation would this be set? And what level of power? Just starting out (like Essence 2) or experienced (E4 or 5 or even higher?).
Essence 2-3 is advisable. As for where, there is no limit. As I said, I got no plot, I'm setting you loose.

Now, I think I won't make you buy charms, except perhaps Martial Art Charms, but assume you have all the charms with which you fit the prerequisites. But then, you need to have prerequisites to fill.
So in addition to the light description you have, have some light rules. Everyone gets 10 dots for Abilities, for Attributes and for Backgrounds. The normal rules regarding your 'Caste' and 'Favored' abilities still apply.
Honestly, the only thing that interests me from the Exalted setting is Fair Folk.

Well, I have a character concept, now I just need a backstory.
I'm going to be a fiend caste infernal-he travels around, sparking riots and trying to destroy established power structures so new (presumably better) ones can take their place. An agent of chaos type character. Now I just need a backstory.
Would an Alchemical explorer into Creation be allowed? Like, the first visitor from Autochthonia, just trying to figure out this new world?
- Name: Iscariot, the spark that kindles the blaze
- Age: 28
- Personality: High-functioning sociopath. Tends to be detached, manipulative and arrogant, though he’s more a Smug Snake than a Magnificent Bastard. (Perhaps one day.) Has a seriously complexity addiction, and tends to cut and run when things stop going his way.
- Appearance: Nearly inhumanly good-looking (he’d have appearence 5, if statted out...yes, I social combat min-max, even when we’re using loose rules.), in a slightly effeminate way, with long brown hair bound back in a ponytail, bright blue eyes, and a somewhat scholarly, intellectual air. He doesn’t look like a soldier. He tends to wear a giant, many-pocketed, slightly ragged red coat that was clearly once very expensive, a long time ago. He tends to have ink-stained fingers, and projects an air of harmless, almost innocent charm.
- History: Born to a Dynastic Household of House Ragara, expectations were high for Iscariot. The second son of a prominent family in House Ragara, his older brother, Ragara Minos was already one of the most promising Dragonblooded in the bloodline. Iscariot was held to the same standards. He was given the best schooling available, first in the usual primary schools, then, at fifteen, even though he had not yet Exalted, in the The Spiral Academy. However, by the time he was twenty, he had failed to Exalted, and so, his schooling was cut short, and he was quietly swept under the rug, given a small stipend, and re-assigned in disgrace to a small city on the blessed isle, where he acted as a mid-level accountant. The unfairness of his situation grated on Iscariot. He was just as capable, just as talented, and just as hardworking as most of the dragonblooded he knew, yet, by pure chance, they were glorified where he was considered a disgrace. He found intellectuals such as himself, ambitious mortals who thought they had all the answers. It started out as harmless tea-house chatter, but by the end, he had found himself plotting revolution. Sadly for Iscariot, a Dragonblood discovered his plot, and he was offered a choice-give up his friends, and remain alive, but exiled, or stay silent and hang. He chose the former option. (His failure.)
On learning of his treason, his family was furious. As a lesson both to him and to anyone else who dared to consider revolution, then sent his older brother, Minos to publicly execute him. However, Minos, not wanting to kill his own brother, spared him. He killed a mortal in his place, and told Iscariot to leave, disappear, and never return.
Then, as he fled from the Blessed Isle, the Yozis spoke to him.

- Motivation: Remove flawed leaders.
- Urge: Destabilize the government of the Realm.

Asking for some light stats. Not too rule heavy, just see the first post.
And I may change the numbers around, so be sure to check back on that. For an Infernal, I'll just say you have 2(Permanent Essence) Dots to put into a emulating a Yozi.
So, just to clarify (because I'm like that) can you just list how we handle ability/attribute/charms? I do horribly with freedom, but I'll try.
Oh. Wait. /facepalm. Nevermind. So we all start at essence 2? I guess the bit that threw me was the 10 dots for skills. The standard is 18+5.

I'm using a program called anathema which pretty much does character creation for you. Sadly, fair folk aren't supported, (at least not charm-wise) but you could still use it to whip up a character and save it as a pdf.
Also, if no one else calls dibs/you don't feel like your character's a better match somewhere else, I could go for a sidekick.

Off consideration: Nihil. Since TAW can already turn themselves into CoDe's via charm, I'm assuming their Exaltations are too wily for tainting of any sort.
Well the usual Attribute sum is 18 and Abilities 25 (with some variations)
So 10 in each is kinda on the really small side unless you, for example, change the scale so that having one dot (of those 10*) would mean having good skill in it (like 3 dots normal) with two dots meaning peerless skill (like 5 dots normal).

- Personality: Embittered and cynical. His history has left him with a desire to overthrow the rule of the Dragon-Blooded, but he doesn't think any of the alternatives will be any better.
- Appearance: Handsome in an unexceptional way. Has the typical bronzed skin of a Southwesterner and chin-length purple hair. Has the reflexively deferential bearing of someone used to being lower-class and pushed around.
- History: Sechul was born in the Principality of An-Teng to a family of minor landholders. He grew up helping his family manage and expand their lands, living according to the local Immaculate Faith and the demands of the local gods, and generally being an unassuming young farmer. He developed a romance with a strikingly beautiful young woman from a nearby family of slightly better status. A Dragon-Blooded officer from the satrap's garrison also saw the girl and decided to make her his mistress. Sechul stepped up to challenge the officer, wind blowing his hair and epic heroic music in the background ... and got knocked out in one hit. The girl left him there and went with the officer, perhaps willingly or perhaps not. When he awoke, he was offered an Infernal Exaltation.

- Motivation: To destroy the rule of the Terrestial Exalted
- Urge: Aren't Urges ST-defined?
Infernal charms have only Essence as a prereq. Somehow I doubt that you mean we get all the Infernal E2 charms at start, so could you clarify?

- Name: The Ashen Revenant Born of Steel
- Age: 28
- Personality: Goal oriented. Serious case of Determinator, will pursue his goal even at personal detriment. If he or someone he cares about is injured or killed as result of his relentless march forward, he will try to deflect blame away from himself as a coping mechanism. He doesn't take guilt well.
- Appearance: Alabaster skin, bone white hair and red eyes. He wears a white armored longcoat that goes down to his knees, a dark purple vest under that (with pouches and webbing for missile weapons), and faded pants. He also has a dull purple scarf he keeps wrapped around his neck to conceal a scar that persists even after the Last Breath.
- History: Originally a Ghost-Blooded known as Kellion, he wandered the Threshold as an adventurer and more often a duelist. As he was making his way south, he happened upon the small town of Sundered Stone, so named for the large rock split neatly in twain in the town square. He challenged several residents to fights, won most of them, ended the others in a draw, until she showed up. A mysterious hooded figure that Kellion-That-Was took on, sword in hand, and was swiftly defeated in less than a second. He challenged the stranger for a rematch at a local tavern, and was put through a table. The third and final time was on the outskirts of the town. The stranger revealed herself as a Full- Moon Lunar, who had quite enough of this irritating mortal and ran him through, then cut his throat just to make sure. But Kellion lived long enough to accept the offer of a Black Exaltation from a Deathlord known as the Grand Keeper of Forbidden Whispered Secrets*, and returned to menace the world as The Ashen Revenant Born of Steel.
- Exaltation: Dusk caste Abyssal Exalted
- Motivation: Find and murderize the Lunar that killed him. Even if that means killing every last one of them (never hurt to be thorough).
- Additional information: He sees his exaltation as a set of tools rather than a transcendent experience. He's not really sold on the whole "final doom of all of reality" thing, and may end up accruing massive amounts of resonance in his quest.

As a house rule regarding Lunars, this'll be using Terrifying Argent Witches, Phase Paradigm and Alt Second Breath.
Also, instead of Solar-Lunar Bonds, this'll be using Celestial Bonds. And Alt Infernal Caste Marks◊, Fiend, Malefactor, Scourge, Slayer and Defiler. Give the Malefactor one a blue glow rather than orange. These caste marks move and are animate. Some bias may be at work here.
Terrestrials may be played in Brotherhoods.
