One thing I would note is that the wording makes it ambiguous as to whether or not the CMC actually do get their cutie marks. The wording of "the Cutie Mark Crusaders set out to bring him to justice and finally get their cutie marks" could also simply mean that to "finally get their cutie marks" is something they set out to do along with bringing the outlaw to justice. It may not mean that they succeed in what they set out to do (in either catching the criminal and/or getting their cutie marks).
However, if it does happen that they "finally get their cutie marks," my personal guess is that the reason they get their marks is because they are actually doing something WITHOUT worrying about their cutie marks, and are more focused on doing whatever it is they enjoy doing/are talented at (probably more focused on catching the outlaw). And possibly they don't succeed in actually bringing the outlaw to justice, are disappointed that they failed, and then somepony points out to them that they got their cutie marks in the process.
Ways they could use their talents to catch a criminal include:
- Apple Bloom could construct something that acts as a trap or use a potion that helps (as mentioned in Twilight Time)
- Sweetie Belle lures him somewhere with her singing (possibly with a music-based spell)
- Scootaloo uses her scooter stunts to be able to keep up with him and catch him when he's escaping

Naturally, some of the commentors are a bit skeptical considering how the fifth season hasn't even started airing yet and obviously tomorrow is April 1st which is also April Fools day.

I don't know if these ponies are actually brainwashed. It's certainly possible, but I'm going to guess that these are ponies who in some way failed to live up to their special talent, and rather than accept that failure and try again they chose to abandon their cutie marks. Now they're living lives where they don't need to fear failure, but there's also no opportunity to excel at anything.
Either that or they got envious of other ponies' special talents and decided it would be better off if such things didn't differentiate them. In essence rather than try to make the most of the skill they have, they try to drag down everyone to the same level.
The reason I'm assuming brainwashing because if they aren't, the Stepford Smiler thing doesn't make as much sense. They could just all be in denial (Because obviously the show isn't going to portray them as being legitimately happy in this circumstance), but that seems like a stretch.

This episode saddened me in the same way that The Legend Of Korra did: namely, that the equalizer actually WASN'T equal.
Not that the equalizer had a change of heart. But then they were right—anyone who had the power to balance everyone out still has more power than the rest of them.
I hope Starlight Glimmer shows up again.

I kind of wonder about Starlight's past life, also. She seemed to really believe what she was telling the people of the village. Also, is her special talent taking cutie marks away? I think that's the first time we've seen a special talent that can probably only be used for nefarious purposes!

Well, technically, if a private citizen obtains evidence and turns it over to the police, said evidence is valid. However it would still result in the CMC being charged with burglary.
