Indeed, it originated in Final Fight, and was brought back along with the original gas station in Metro City where it was located for Street Fighter IV.
I think I remember reading that it was actually the gas station's owner's car, and he was voluntarily working with the Mad Gear gang.
Anyways... Caption suggestions:

The image is pretty incomprehensible. I'm assuming the silver yellow... frog... thing in the middle is the protagonist, or something? And the blue thing in the corner is the hover car? And the yellow frog is throwing the hover car or something... then again, it's a hover car, so isn't it completely normal for it to be in the air like that? In fact, it looks more like the yellow frog is being hit on the head with the car...
All in all, the image is confusing and doesn't seem to illustrate the trope ("You can interact with your environment, but only by smashing it." - is there any real smashing going on in the picture?)
