Incorrect. The Doctor and everyone we say is a Time Lord is not a Time Lord, and everyone we don't say is a Time Lord is a Time Lord.

That doesn't work out correctly though, if we say that any time lord is a time lord, then we are deductively saying what they are. A swan is a shape-shifting man by the name of Thomas Awesome doesn't work quite as well.

So the instant we say someone is a Time Lord, they cease being a Time Lord, and every time we say someone isn't a Time Lord they become one. So...Batman is a Time Lord. But because I said that, Batman is not a Time Lord. So he is. So he isn't. So he is. So he isn't. So he is. So he isn't. So he is...AAAAAHHHH!!!! My Braaaaaaaaainnnnn!!!!

I have made a simple formula to figure it out.
You see, If saying someone is a time lord, they are not a time lord. If we say someone is not a time lord, they are a time lord. So saying The Doctor is a time lord makes him not a time lord, and saying batman is not a time lord means he is not a time lord.
In simple terms:
T= M + -t. -T= M + t.
