You missed the part that defines how we use it on this wiki.
"On this wiki, "trope" has the even more general meaning of a recognizable pattern"
The trope-I-cannot-spell is a recognizable pattern with meaning. The meaning is that it highlights budding or innocent sexuality, as well as being a Fanservice trope. There is no way you can look at it and say there is no pattern, nor that there is no meaning.
If some of the examples are perverted, it needs to be brought up in the special efforts thread to clean up such things.
Waiting on a TRS slot? Finishing off one of these cleaning efforts will usually open one up.Yeah, some people are creepy as hell about it, but it's a fanservice trope, so we can't really do much to prevent it. (Though if you see any examples that are being creepy about it, feel free to clean it up.)
It's definitely a trope, though. It's one of the Costume Tropes — what a character wears says something about the character. It's as much of a trope as Pimped-Out Dress or High-Class Glass.

Sparkling and glittering! Jan-Ken-Pon!^^ That seems dubious to me - as illustrated on the page, it encompasses every way in which it is possible to wear some fairly commonplace garments, which is People Sit On Chairs, surely?
And we already have a page for Fanservice.
I mean, I wouldn't mind but this is a detailed page with a lengthy description, an illustrative diagram, an entire Analysis page and 23 folders full of examples (including a real life section), just to say "there is some exposed skin between socks/stockings and the hem of a skirt".

Goal: Clear, Concise and Witty
Zettai Ryouiki literally refers to the amount of visible leg between a skirt and socks or stockings. A Trope is defined as "a plot trick, a setup, a narrative structure, a character type, a linguistic idiom...". Zettai Ryouiki is none of those things, and furthermore, some examples there come off as outright perverted. This video brought this to another troper's attention, but his reaction ended up getting him banned, so I'm bringing it up here instead.
