To your first point, I totally agree. Especially when you consider the fact that a lot of people who missed the first run are likely to DVR it and then watch later (which still counts towards ratings, at least according to DeMarco when asked a while back), so by eliminating the reruns, you get no change in the ratings those people provide AND at least some of them are now also DVRing the second half.
Edit: And to your second point, that's an angle I hadn't thought of. It makes a lot of sense, I just hope Funimation and other distributors are actually willing to look at it that way.

Heh, just wanted to give some thoughts I had on Toonami.
I think there's a lot of good, sound logic behind getting rid of the reruns and I think Toonami will see dividends for it. No one, or at least very, very few people, are going to go out of their way to see premieres at 3 in the morning. The people who'd be tuning in at that point would be to watch stuff they could veg out to; and having those hour long blocks is a good way to provide viewers with something to veg out to. You can see in the ratings that there are actually upticks in the second half of the hour blocks.
And the other thing on my mind is I think we'll be beginning to see Anime Distributors begin to offer more reasonable prices. I think when Toonami started Funimation didn't want to show [as] it's hand; it didn't want to offer up a big franchise on the cheap if didn't benefit them. So they gave them this license that didn't really have much inherent value to it. I mean, maybe there'd been a little word of mouth when DMW released but it'd never been as big as it has become. And now that Toonami has proven itself as something that can drive DVD sales, I think it's in a prime position to work further with Distributors.
