Where does that image come from? Google has so many copies of it that I have no idea (and a little bit too many for a copyrighted image, I'd say)

They never could be used, except now we're sourcing them and taking them down more thoroughly. We can use them if we get permission from the artist, but this person sells their cartoons so that's not going to happen this time.
