Because that's a permanent/known ability, not "The heroes are at a loss. Then The Ditz (or Cloudcuckoolander) steps forward and proceeds to communicate. Everyone is stunned that CCL appears to Suddenly Always Have Known That." Unless that is a one-off gag that I'm unaware of, haven't seen the movie.

He's not some nature boy, he's Izma's pet dude, whose introduction is accidentally knocking himself out trying to kill an insect.
I haven't seen the episode. If she is, indeed, suddently and without any prior introduction able to speak squirrel, it qualifies. However, the picture could just be a girl admiring a squirrel.

Hm, Kronk fits then. Not as strong as PPG tho.
I think her kneeling, open mouth, and the reactions of the other two pretty clearly say "talking to the squirrel". Also, her hair color and style say "The Ditz or Cloudcuckoolander". I haven't seen the episode either, not talking about having context.
