While the amount of skin is roughly the same (more cleavage on the pirate lady), the realistic style and seriousness of the drawing make it seem much more seriously NSFW than the cartoony picture of the bikini clad airhead. That may not be at all what the site has in mind, but that's my immediate reaction (plus, there really is a lot showing on the pirate lady).

One question: Why is this trope Japanese specific? The hot girl from france/sweden/eastern europe is not that uncommen in western media. If this trope is japanese specific a less broad name is necessary.
From the examples it does not look like this is unique to Japan. Perhaps the description was worded to match the page image? If so it should probably be changed to make it more clear.

That got me thinking of the Swedish Bikini Team, which is all about this trope. Didn't find a picture that was safe for work, though...

The picture is still 100% perfect for this trope though.
But the main Japanese connotations for this trope is a stereotype that foreign girls (especially Americans) are unhinged fanservicey prone to Skinship Grope have big breasts yada vs the Japanese conservative Yamato Nadeshiko types.
American view of other places like say Swedish types is quite a bit different.

And yeah, It needs a rewrite or to split into two tropes or something. The description is all about how americans are portrayed in Japan but the tropes include things like the foreign girl in Not Another Teen Movie. I would say that foreigners being fanservicy in western literature has a bunch of other forms not covered here. I want to put it in the repair shop for them to look at, but they're full.

If it is a stereotype for them to be that then yes however just a foreign girl who happens to be Ms. Fanservice isn't it nearly as much of a trope.
Opening it up to different countries view other countries women and men as various subtropes could work well. (Like how Italian men get the fan service in American works and so on.)
