Perhaps he took the form of Dexter after he died in the wake of the Megaville Traitor's actions (or sometime before then), and tricked Blossom into either believing that his death was just a bad dream or that she was dreaming of her dead boyfriend/husband, allowing Him to have his way with her.
That said... Is it just me, or does human!Mimi look a lot like PPGD's Olga?

Untitled Power Rangers StoryThat, or maybe he's just Mimi's "father" due to having secretly implanted a seed of supernatural corruption in her when she was concieved by her parents, making him the "second father" (analogous to mythological figures concieved by two mortal parents and a third, divine one). I'm expecting that someone among the "audience" will jump to conclusions and accuse her of being the traitor, only to be promptly debunked without Mandy saying a single word when the "video" shows the traitor's true identity... and then Mandy will comment after the fact that the traitor had beat her to the punch - that is, she would have eventually betrayed Megaville had it not been for the Great Traitor going for it first.
