Oh hey Yume Nikki was mentioned...Never found that even remotely creepy or tense. Funny or interesting, but not disturbing in any shape or form. It's just...a thing. A somewhat amusing thing. Not sure why I didn't find it creepy at all. The ending came the closest...

We know what we're doing. - Achaan ChahI think Limbo has sort of a creepy atmosphere (Note that I havent played it yet), though it may not count since it's pretty much intended. OTOH, I personally think 3D games are generally creepier thanks to more realism (just look at Eternal Darkness), but realism doesn't always contribute to a game's creepiness or scariness levels (like Luigi's Mansion). Honestly it's a matter of taste, as with most things, but I can reason with either side being called darker than the other.

As for what game has the whale in the icy maze of death, its the immediate predecessor to the game where you swim through sky-paths and dodge red squids because a flying dolphin from the future needs you to re-form a double-helix so you can defeat a different version of the H.R. Giger painting.
If you don't know what game I'm talking about now, I'll just assume you never owned a Sega Genesis.

I have both of the games on my Ultimate Genesis Collection but never gave 'em much of a shot, but I suppose maybe I should. I seem to recall that they feature blast processing.
Luigi's Mansion is somewhat creepy, considering. Roughly 50% more creepy than a Mario ghost house, by my reckoning. The game rocks besides.

8 and 16 bit games I found creepy: Metroid series (usually at endgame. The game's namesake and their arenas tend to do that), Zelda II due to the bizarre enemy gallery, some of Rygar, Secret Of Evermore, Street Fighter II due to defeat sprites.
8 and 16 bit games i found scary: Sweet Home, Zelda II due to game over screen, Splatter House, Metroid II due to sudden boss music (and Metroid sounds), uninvited thanks to Zombie Scarlett O'Hara.
