A Narrative Filibuster is when the action stops so that the work can deliver a lecture on a topic, which can take the form of simple narration about it, dialogue between two or more characters on it, a side-story to illustrate the point, or any number of other things. A Character Filibuster is a Narrative Filibuster delivered as a monologue by a single character. An Author Filibuster is a Narrative Filibuster or Character Filibuster used to push the author's personal ideology (and probably needs to be redefined as Trivia, given that we're splitting off Narrative Filibuster as the "storytelling tool" part of the definition).
Should we YKTTW Narrative Filibuster, or just sandbox it up?

Unless there are a significant amount of examples for the Narrator Filibuster, I'd rather just create the currently-nonexistent supertrope for Narrative Filibuster and use that for any miscellaneous examples that don't fit in the subtropes.
