  • Age: 23. Enrolled in a University.
  • Backstory: TBA.
  • Appearance: A medium sized Japanese male, he stands at 5'8'' tall and is pretty slim, though evenly muscled due to being in the Qigong Club. Has a long ponytail and even bangs on his temples, giving him the appearance of a female from far away. Has a delicate face, and small shoulders, so he can definitely do drag for epsionage purposes. In his costume, he dons a green spiral design mask that covers everything but his eyes and mouth, as well as having a long white wig reminiscent of a Kabuki wig. The costume also comes with a black mantle that covers body parts below his head. Inside the mantle is a long robe fashioned after Shaolin monk uniform recolored black, as well as a pair of modified water guns strapped to his legs and a pair of large kunai strapped in his forearms.

Powers:
  • Telepathy: Can read the minds of people around him - can be selective when he chooses. He also has the extended power of suggestion – has been undergoing training to see if he can expand this into full-blown possession. The power of suggestion is given extra force when he uses his voice but it is by no means the make-or-break of his abilities.
  • Empathy: Can read the feelings too. He also can moderate and implant emotions. Has been proven to be able to inflict pain this way.
  • Glamour: By altering what people think they see when the look at him he is almost as good as a shapeshifter.
Status: Under Government Payroll
Appearance: Tall, handsome if bordering on androgynous, curly dark hair whith dyed white streaks (his reason? for the hell of it), grey eyes, pale, often smirking. Tends to were business slacks and an office shirt but in a casual manner. Enjoys the "suit" look without the tie.
Age: 23
Backstory: A born “psychic”, Mal was able to keep his abilities secret and often abused them to keep his position as an ace student despite being quite intelligent on his own. It wasn't until he hit college to study psychology that he was discovered when his case study notes proved too revealing and hence warranted investigation. In exchange for dropped charges (which may or may not have been helped along by the power of suggestion) he now works for the government and is usually deployed out for hostage negotiations and other "tactful" situations. Is not usually put in combat situations as he is noted to become something of a Blood Knight.
Personality: Tall, Dark, and Snarky, Mal has in actuality very little respect for anyone - a side effect of his abilities to see peoples thoughts. Manipulative and charming in equal parts he has the ability to make many friends and many enemies. He never does anything half-way and when his loyalty is earnt it's very hard to lose it. At the same time he nurses a grudge like the oldest of men and does not like being outdone. If left to his own devices he will toy with co-workers, finding mental games much more amusing than anything the physical world has to offer. Is a firm believer in bending the rules rather than breaking them out-right.

EDIT: Now includes personality, clothing, and appropriate potholes along with a mention of the voice abilities discussed in a few posts time. This was done for easier referencing and no changes where made to the spirit of his profile.

Takedown recommendations: All officers wear earmuffs. Call in Null officers before engagement. Activate all anti-Telepath measures- up to and including Sonic-based weaponry to incapacitate the target.

After engagement, only psychic Nulls shall be called in to negotiate.

A quick explanation of Psychic Nulls:

Basically, they're people born with something wrong with their heads. This prevents Telepaths from getting into their heads- after all, Britain is not France; if you can get along in France, you'll still probably have trouble in Britain.

... Yes. This does, in fact, mean that the Police Force deliberately hires sociopaths for negotiations with incapacitated Telepaths and Empaths.

Oi. If you're facing someone who can manipulate emotions, wouldn't you call in someone who only feels emotions in fucked-up ways?

Exactly. They think it might work that way- but they're not sure if it does, and even if it does, it might not be the absolute. So they make other preparations anyway.

They're not sure what to do about the illusions. That's where the Nulls come in.

Assuming that ability is range limited, I stand by my hammer of choice for dealing with rogue supers: big bullet from far away and an unexpected angle. Then again, I'd assume that hidden marksmen with Raufoss rounds are standing by for any kind of negotiation that has the potential to go sour, like the real world but with much bigger bullets.

Of course, it's not the ideal solution for arresting a perp, and those marksmen won't see much use in a reconstructionist universe. But they're probably going to be the worst-case-scenario first line of defense, just in case.

It's okay.

Nobody has even realized yet that Slipstream, the Super I outlined in the OP, can hit ninety times as hard as a regular person (assuming her telekinetic strength enhancement works as extra mass), thirty times where a regular person could hit you once.

Only rank B, because in-universe she rarely hits anywhere near that hard. There are very few people who could survive a hit like that. Therefore, nobody's ever actually bothered to think about it all that hard.

If we're going by kinetic energy = half mass times velocity squared, each of those punches can potentially be 900*

times as powerful as an ordinary human punch, and that's assuming each punch has as much mass behind it as a normal person's punch. That's frankly quite a scary prospect if Slipstream goes rogue. Forget punching people, that's the type of force that breaks tank armor!

In that case I am sorely tempted to break out the hard gammas, and even then it probably won't be enough against a superhero like that one. That'd be on the level of "whole team needed to take down" superhero.

If we dial in the Required Secondary Powers so that she doesn't atomize her own wrist and/or tendons when she executes a punch, that is practically Superman-grade material. Methinks Slipstream isn't going to be working with our team much...
