I doubt Urobuchi's watched it. Shinbo probably has, though – there's a framing-by-grate shot in Rebellion that he lifted straight from Ikuhara's playbook.
In general they have extremely different sensibilities in both direction and writing. Ikuhara and Shinbo both like their surrealism and threatricality, to be sure, but they have very different tastes. Ditto for writers Enokido and Urobuchi – Enokido's got a fixation on adolescence and sex (the biological and sensual kinds), not to mention it's not clear, to my knowledge, how big a role Ikuhara played in the script (it probably was not insubstantial). In contrast, Urobuchi is fond of Lovecraftian horror, pop-science and a grim, gritty atmosphere. And guns. It likely stems from his love of action films and hard-boiled narrative in general, but that's just my idle speculation.

I was surprised by Nanami's reaction to the Fraternal Incest between Anthy and Akio. "Wasn't that what you wanted? What do you actually want?"
I also don't understand why the story between Anthy and Akio worked out the way it did.
You know what would be quite disturbing? A Fusion Fic between this and Evangelion. There's enough anchorage points to do it, but several relationships would need to be profoundly reworked...

I've... found myself imitating Akio. Extreme politeness towards, and acting helpful and kind to, people I don't always like or respect all that much. Impressing people with fancy clothes, skills, accessories. Being very quiet about my own feelings and intentions, always letting people assume the best of me, never correcting them when they overestimate me, never talking about my flaws, my faults, my needs. Always full of encouragement, always a compliment ready. When they cry, I offer them a handkerchief, and kind words, even as inside I feel some measure of contempt and disgust, mixed with the genuine empathy. Perhaps part of the genuine empathy, in fact.
It works. People like me. Admire me, even. And I feel like a fraud. In practice, I have done absolutely nothing wrong, yet. Never taken advantage of anyone, never tried to hurt anyone, so I'm still better than Akio, although that's not such a great standard.

This is all that really matters. Don't be so hard on yourself as long as you don't cross this line.
Anthy sealed away the Prince to protect Akio. Now the Prince's power and Anthy herself are locked away in a coffin.
Akio is the one who is always finding new kids to try and open the damn coffin. After all, Anthy needs to be freed and the world needs the power of the Prince. If Akio is at "fault" for anything, it's merely that he can't forgive Anthy. What a monster.
If it wasn't for him, there would be NOBODY opening up Anthy's coffin, certainly not Utena.
Meanwhile, what's a guy to do?

I've seen many stories and characters before and after I finished watching the series, but Akio was so evil that he's managed to sicken, horrify, anger and traumatize me as if he victimized me and my family in real life. No other fictional character has accomplished this exceptional feat, not even Endeavor from My Hero Academia, who was portrayed as another abusive Hate Sink at least at first. If there's one thing that I can praise him for, it's that he's easily made the Omnicidal Maniac Count Bleck from Super Paper Mario and the vengeful Serial Killer Scar from Fullmetal Alchemist look like saints by comparison, obliterating any ambivalence I had about both of them.
