No. Moe is not an inherent trait of a character. Please attempt to understand this.

I'm sure some do.
Many viewers find Keet characters Moe because they are most of the time cuddly and sociable. On the other hand, I have heard Troubled, but Cute / Jerkass Façade types be described as Moe. So yes, it depends on the viewers

I don't suppose you actually read what Keet is right? Keet is the super gabby, hyperactive good chance they will drive you nuts little brother type. Cute Shotaro Boy would be Moe as well as a few adults and teens.

OK so this might sound hella weird or creepy, but I'm pretty sure Chris Colfer counts as one, despite:
1. Being a real life 3D human being and not an anime character.
2. Being 21 years old, even if he is actually Older Than He Looks by like 5 or so years.
3. Looking like a Bishounen now rather than a Cute Shotaro Boy post-growth spurt.
But seriously he's so hyper, and nearly everything he does and says is so cute or silly that I can't help but go "D'awww..." and want to give the guy a big old hug sometimes, even though his character often gets on my nerves and he's probably like a head taller than me. Having ungodly huge Puppy-Dog Eyes, being a massive nerd over things like Star Wars and Mario, and sometimes acting like a male Deadpan Loli definitely add to the Moe appeal.

I don't care what anybody else says, when it comes to moe males, Masa-sama (no, not that one) is where it's at.
The way he shied away from the girls at the brothel when they offered their "services" was so kawaii, and he has a lot of other moe traits too, like being clumsy and being a competent swordsman, but not having the confidence or will to actually use his skills.

LOL. I only ever use that word in a joking way and would never use it in a serious conversation. But for a guy, I found Masa to be one of the cutest personality-wise. Does that come with a desire to protect him? Maybe.
